The Director and other duly authorized employees of the County bearing
proper credentials and identification shall be permitted to enter all properties
for the purpose of inspection, observation, measurement, sampling, and testing
pertinent to the collection and disposal of solid waste in accordance with
the provisions of this Part 4.
A.
Safety rules While performing the necessary work on private properties referred to in § 25-48 of this article, the Director or duly authorized employee of the County shall observe safety rules applicable to the premises established by the owner.
B.
Liability. The owner shall be held harmless for injury
or death to the County employees.
C.
Indemnity. Except as may be caused by negligence or failure
of the owner to maintain safe conditions, the County shall indemnify the owner
against loss or damage to the owner's property by County employees and against
liability claims and demands for personal injury or property damage asserted
against the owner and growing out of the permit and inspection procedure.
