The provisions of any conditional use permit issued by the Board of Appeals notwithstanding, mineral resource extraction operations, including new wash plants, shall be prohibited in those portions of the critical area unsuitable for surface mining including:
A. 
Habitat protection areas;
B. 
Highly erodible soils;
C. 
Areas where the use of renewable resource lands would result in long-term loss of productivity of forested or agricultural land or degradation of water quality or loss of vital habitat; and
D. 
The Buffer.
A. 
Reclamation. All mined areas shall be reclaimed within one year after mining operations have been discontinued.
B. 
Vegetated buffer. To the extent possible, a minimum one-hundred-foot vegetated buffer, approved by the Board of Appeals, will be maintained around existing mining operations.
C. 
End use plan. An end use plan shall accompany any application for a mineral extraction use in the critical area.
