It is hereby determined and declared to be necessary and conducive to the protection of the public health, safety, welfare and convenience of the Town of Middletown to levy and collect charges or rentals upon all lots, lands and premises served by the sanitary sewerage system of said Town as hereinafter provided.

For the purposes provided in § 136-12 hereof, there is hereby levied and assessed upon each lot, parcel of land, building or premises having any sewer connection with the sanitary sewerage system of said Town or otherwise discharging sewerage, industrial wastes, water or other liquids either directly or indirectly into the Town's sewerage system, a sewerage service charge or rental payable as hereinafter provided and in an amount determinable as follows: Any lot, piece or parcel of land, building or premises situated within the corporate limits of the Town of Middletown and having any connection with the Town sanitary sewerage system as defined by this section shall have a monthly minimum charge. The sanitary sewerage system charge or rental shall be an amount as provided by resolution of the Mayor and Council for the use of water in connection with said lot, parcel of land, building or premises.

A delayed payment penalty equal to 6% of the most current sewer account balance due will be added to all sewer account bills for which payment is not received in the Town office by the close of business seven days after the due date posted on said account bill.
A delayed payment penalty equal to 6% of the most current sewer account balance The sewer service charge or rental provided in this article shall be payable monthly at the Town office of the Town of Middletown and shall be payable upon certain dates to be set from time to time by the Mayor and Council of said Town.
Each charge or rental levied pursuant to this article is hereby made a lien upon the corresponding lot, land or premises served by a connection to the sanitary sewerage system of said Town, and, if the same shall be unpaid for a period of 30 days after it shall be due and payable, it shall be collected as other taxes are collected with interest and penalties allowed by law.
The funds received from the collection of charges or rentals authorized by this article shall be deposited in the general fund of the Town of Middletown and shall be used for such purposes as the Mayor and Council may direct.
