[HISTORY: Adopted by the Annual Town Meeting of the Town of Alfred 3-9-2007 by Art. 29. Amendments noted where applicable.]
A. 
Pursuant to 30-A M.R.S.A. Section 3001, a Budget Committee is hereby established for the Town of Alfred.
B. 
This chapter shall become effective upon adoption.
A. 
Members must be citizens of Alfred and registered voters of the Town of Alfred.
B. 
The Committee shall consist of not more than seven members.
C. 
Members shall be appointed by the Board of Selectmen.
D. 
Members shall serve for terms of three years to be staggered.
E. 
Vacancies for any unexpired terms shall be filled by the Board of Selectmen.
The Committee shall have the following duties:
A. 
To review and make recommendations on the annual operating budget as proposed by the municipal officers.
B. 
To review and make recommendations on annual capital expenditures as proposed by the municipal officers.
C. 
To review and make recommendations on supplemental appropriations and expenditures and other budgetary action whenever proposed by the municipal officers.
D. 
To make such other recommendations on fiscal matters as it may from time to time deem advisable.
A. 
The Committee shall annually elect a Chairman, Vice Chairman and Secretary from among its members.
B. 
The Chairman shall preside at all meetings. The Vice Chairman shall preside in the absence of the Chairman. The Secretary shall maintain a record of all proceedings.
C. 
All meetings and records shall be subject to the Maine Freedom of Access Act, 1 M.R.S.A. Sections 401-410. The Committee may adopt rules of procedure not inconsistent with this ordinance.
D. 
Four or more members present shall constitute a quorum. No votes will take place unless a quorum is present.
A. 
The Committee's authority shall be advisory only. Any recommendation on a matter requiring Town Meeting action shall be printed with the article in the warrant along with such other recommendations as may be included by the municipal officers or required by law.
B. 
The municipal officers shall meet with, cooperate with and provide the Committee with such information as may be reasonable necessary and available to enable it to carry out its functions under this ordinance.
This chapter may be amended at any Annual or Special Town Meeting.
