In accordance with the provisions of N.J.S.A. 39:5A-1 et seq., the provisions of this chapter and N.J.S.A. 39:1-1 et seq. shall be applicable to the following semipublic or private streets, driveways and parking areas:
Boonton Shopping Center
Del's Village Shopping Center
Eduardo's Restaurant & Pizzeria
Boonton Post Office
Boonton Plaza Shopping Center
No person shall operate or drive a motor vehicle from the shopping center or shopping center parking lots onto an abutting street through an entrance to said parking lot or lots, and no person shall operate or drive a motor vehicle so as to enter the said parking lot or lots from any abutting street through an exit from said parking lot or lots. Signs clearly marking the entrances and exits to the shopping center and shopping center parking lots shall be erected and shall conform to the requirements contained in the New Jersey motor vehicle laws governing the location and design of traffic signs. As indicated on attached site plan and made a part of the chapter.

The entrances and exits to the shopping centers referred to in § 289-21 are more particularly described on the respective site plans for each location cited in § 289-20, which are on file in the office of the Town Clerk.
The request by the owners of such semipublic or private streets, driveways or parking areas shall not be deemed to be a dedication to public use of such streets, driveways and parking areas. In any event, the adoption by the Mayor and Board of Aldermen of this article shall not constitute an acceptance of any such streets, driveways or parking areas.

The provisions of Subtitle 1, Title 39, of the Revised Statutes of New Jersey are hereby made applicable to the semipublic roads, streets, driveways and parking lots at the Boonton Post Office and the following regulations shall be enforceable:
A. 
All vehicles must park only in designated areas and between the lines provided.
B. 
Handicapped parking. All stalls shall be 12 feet wide as shown on the attached site plan[1] and signed with R7-8 (Reserved parking sign and penalty plate), in the designated parking areas for persons who have been issued handicapped parking permits by the Division of Motor Vehicles.

C. 
Stop intersections. The following intersections are hereby designated as stop intersections. Stop signs shall be installed as provided therein.

(1) 
The speed limits for both directions of traffic in the parking lots shall be 15 mph.

E. 
Tow-away. Any vehicle parked or standing as to obstruct or impede a normal flow of traffic, block entrances or exitways, loading zones, oil fills, any grass area, pedestrian walkway, or present in any way a safety or traffic hazard may be removed by towing the vehicle at the owner's or operator's expense.
F. 
Customer Lot (A) parking time limited. No person shall park a vehicle for longer than the time limit between the hours listed on any day:

All signs, posts, or other necessary materials shall be installed and paid for by the applicant. Work shall be checked by the Police Department to ensure installations meet State and Federal Specifications, and all signing shall conform to the current Manual on Uniform Traffic Control Devices.
J. 
Every person convicted of a violation of this article shall be liable to the penalties set forth in § 289-33 of this chapter.

A. 
Del's Village Associates has filed a written consent with the Town of Boonton that the provisions of Subtitle 1 of Title 39 of the Revised Statutes of New Jersey be made applicable to the semipublic roads, streets, driveways and parking lots at the Del's Village Shopping Center located in the Town of Boonton, County of Morris, and the following regulations shall be enforceable:
(1) 
General parking:
(a) 
All vehicles must park in designated areas and between the lines provided.
(b) 
No person shall stop or stand a vehicle upon any of the streets or parts of streets described below:

No person shall stop or stand a vehicle upon any of the streets or parts of streets described below, except in areas covered by other parking restrictions.
