A.
New Jersey Statutes Annotated (hereafter "N.J.S.A.") 4:19-15.1 et seq. establishes comprehensive regulations for licensing of dogs, kennels, pet shops, shelters and pounds within municipalities of the State of New Jersey. Pursuant thereto, any persons who own, keep or harbor a dog of licensing age within the City of Brigantine shall annually apply for a dog license from the municipal official appointed hereunder and, in addition, obtain from said municipal official a metal registration tag for each such dog. At all times during the term of said license, said persons shall place upon such dog a collar or harness with the registration tag securely attached thereto.

B.
Every person who applies for any such dog license and registration tag, or any renewals thereof, shall pay a fee to the City of Brigantine in the amounts set forth in Chapter 210, Mercantile Businesses, Article II, Fees Schedule, according to the following schedule:

A license fee to the City of Brigantine pursuant to N.J.S.A. 4:19-15.12.
(2)
A registration tag fee due to the New Jersey State Department of Health pursuant to N.J.S.A. 4:19-15.3.
(3)
A fee due to the New Jersey State Department of Health for any dog of reproductive age which has not had its reproductive capacity permanently altered through sterilization as part of implementation of the Animal Population Control Fund pursuant to N.J.S.A. 4:19-15.3b.
(4)
A fee due to the New Jersey State Department of Health for deposit in a pilot clinic fund to be used for operation of a pilot spay-neuter clinic.
(5)
A late charge for failure to obtain any license or pay any fee required by this article after March 1 of any calendar year.
C.
Every person who applies for any dog license and registration tag or any renewals thereof shall provide such information as is requested by the City of Brigantine for its annual dog canvass, on forms provided for such purpose. In addition, every person keeping or having any dog within the boundaries of the City of Brigantine shall provide such information, from time to time, as is required by the regulations of the New Jersey Health Department, concerning dogs, pursuant to New Jersey statutes.

D.
All such licenses, registration tags and renewals thereof shall expire on January 31 in the year stated on the license.
