A.
The provisions of this article imposing a time limit or other restrictions on parking shall not relieve any person of the duty to observe other and more restrictive provisions prohibiting or limiting the stopping, standing or parking of vehicles as set forth in N.J.S.A. 39:4-138, any other New Jersey statute or as hereinafter provided.
B.
The provisions of this article shall not relieve any person of the duty nor limit the penalty for failure to observe specific regulations adopted by ordinance or otherwise in accordance with law concerning the parking or operating of vehicles on municipally owned real property not located within the right-of way of any public street or upon those areas of the City of Brigantine designated as public beaches, dune areas or other regulated areas. Regulations concerning such municipal parking lots, beaches and dune areas are found in other chapters of the Code[1] and the duties and penalties established thereby shall not be affected by the adoption of this article and shall remain in effect until such specific Code sections are altered, amended or repealed.
