A. 
The Mayor and Council may designate and reserve fire zones on any public roadways or parking areas and on any private roadways or parking areas which are open to the public. The Mayor and Council may adopt fire zones as they are designated on the final site plan, and the final site plans shall be incorporated into and made a part of this chapter.
B. 
In addition to those fire zones designated in accordance with Subsection A above, the following described fire zones have been previously authorized and adopted by the Mayor and Council and shall remain in effect unless and until modified or amended.

A. 
The driveways, rights-of-way, private driveways or areas, parking lots or parking yards, as set forth in this section, which provide a means of entrance or exit from business properties and properties to which the public is invited or assembles, are designated as fire zones.
(1) 
Urban Farms Shopping Center: an area of 25 feet in width along the front of the building, it being along the entire length of the curb of the promenade, the curb constituting the northerly boundary thereof; together with a twenty-five-foot strip immediately adjacent to the entire rear (northerly side) and to the westerly and easterly side of all structures fronting upon the promenade; together with a twenty-five-foot strip along the rear of the bank building fronting upon the promenade; together with all driveways providing ingress and egress to the shopping center.
(2) 
Franklin Crossing: the full width of the roadway extending from Franklin Avenue along the entire front of the structure and through the parking areas including end caps and excluding designated parking spots. The full width of the roadway around the building to include entire rear of buildings Fire Department connections and fire hydrant locations, to exclude designated loading areas and parking spots.

(3) 
Indian Trail Club: an area consisting of the full width and length of the existing driveway connecting Wyandotte Drive with the parking lot; together with that portion of the existing paved parking area lying southerly of a line running from the corner formed by the intersection of the northerly line of the driveway with the easterly line of the parking lot to the center line of the main walkway connecting the parking lot with the clubhouse; together with that portion of the existing paved parking area lying southerly of a line running from the corner formed by the intersection of the northerly line of the driveway with the easterly line of the parking lot to the center line of the main walkway connecting the parking lot with the clubhouse; together with both sides of the roadway leading to the McBride Club House, from the main entrance to the egress roadway, including the inner and outer circle in front of the McBride House and the full width of the driveway leading to the water's edge of the lake from the paddle court parking area.

(4) 
High Mountain Golf Club: an area consisting of the full width of the entrance driveway leading from Ewing Avenue to the parking lot; together with the full width of the loop driveway in front of the clubhouse; together with an area within 20 feet of the garage or caddy cart storage building.
(5) 
Ramapo High School: an area consisting of the full width of the entrance driveway from George Street to the westerly and northerly parking areas; including the full width of the loop driveway in front and north of the school building; together with the full width of the driveway running south of the west parking area; together with the full width of the driveway leading from the loop driveway to the easterly parking area, supply building, and garage; together with an area 25 feet around the supply building and garage; including the full width of the roadway from the supply and garage building around to the Fire Department sprinkler connection, then continuing to the gate located by the rear gym; together with the paved area between the Science Wing and 300 Wing; and including the lower roadway to a point 16 feet past the fire hydrant.

(6) 
Woodside Avenue School: an area consisting of the full width of the entrance driveway and cul-de-sac; together with the full width of the driveway connecting the front and rear parking area.
(7) 
Franklin Avenue Middle School: an area extending 25 feet from the north and west walls of the school building; together with the entire width of the driveway leading from Pulis Avenue to the parking area at the rear of the school.
(8) 
High Mountain Road School: an area of 25 feet in width, being immediately adjacent and southerly of the curb running along the southerly side of the building; together with the full width of all driveways, including the loop driveway immediately in front of the school building.
(9) 
Colonial Road School: an area consisting of the full width of the driveway leading from Colonial Road to the parking area, including the full width of the entire loop driveway immediately north of the school building.
(10) 
Most Blessed Sacrament Roman Catholic Church and School: an area consisting of the full width of the entire loop driveway between Franklin Lake Road and Most Blessed Sacrament School, except for those designated parking spaces on the right-hand side of the easterly entrance to the loop; the entire length and width of the driveway connecting the loop driveway to the parking area in front of the church; the entire length and width of the two driveways connecting the parking lot in front of the church to High Mountain Road; all of the length and width of those roadway areas which run in front of the church; and all of that roadway which runs between the driveway providing access to High Mountain Road and the driveway providing access to the loop in front of the school.
(11) 
Ebenezer Netherlands Reformed Church: an area consisting of the full width of the north and south entrance driveways leading from Ewing Avenue to the rear of the church building; together with the full width of the driveway in front of the church connecting the north and south driveways; together with the driveway 25 feet in width running immediately adjacent to the rear of the church building.
(12) 
Temple Emanuel, Lot 16 in Block 3100: an area consisting of the entire width of the driveway running from High Mountain Road across the front of the church building to the parking lot; together with the most westerly 20 feet of the existing parking lot along the east side of the church; together with the entire paved area to the rear of the church building; together with the entire driveway width of the easterly driveway running from High Mountain Road to the parking lot.

(13) 
St. Albans Episcopal Church: an area consisting of the full width and length of the existing driveway running from the end of Church Lane to the parking area; together with the full width of the driveway lying immediately in front of the church; together with an area extending 25 feet from the southerly line of the church building.
(14) 
Franklin Lakes United Methodist Church: an area within 25 feet of the rear of the buildings; together with the full width of the entire length of the driveways connecting Pulis Avenue to the rear parking area.
(15) 
Presbyterian Church: an area consisting of the full width of the entire loop driveway connecting Old Franklin Lake Road with the parking area.
(16) 
Grace Community Church: an area consisting of the full width of the existing driveway connecting the parking area with Franklin Avenue and Commerce Street.
(17) 
Franklin Lakes Baptist Church: an area consisting of the full width of the driveways leading from Franklin Avenue to the parking area, including the full width of the entire driveway connecting the front and rear parking areas.
(18) 
Christian Reformed Church: an area consisting of the full width of the entire driveway leading from Pulis Avenue to the parking areas at the rear, including the full width of the entire driveway looping the church building.
(19) 
Bender Place: all of the westerly side of Bender place running from Franklin Avenue to DeKorte Drive. This restriction shall not apply to members of the Franklin Lakes Volunteer Fire Department.
(20) 
Franklin Lakes Shopping Center: all driveways providing ingress or egress to the shopping center or the rear of the shopping center; all areas within 25 feet of any building or within 25 feet of the curb adjacent to the building, where the curbing exists, except in those parking spaces designated, marked and approved by the Planning Board of the Borough.
(21) 
The Plaza at Franklin Avenue: all driveways providing ingress and egress to the buildings; a twenty-five-foot wide strip surrounding the buildings, measured from the building or from curbing adjacent to the building where said curbing exists, except for those areas with designated parking as approved by the Planning Board of the Borough of Franklin Lakes.
(22) 
Franklin Square Shopping Area (located on the south side of Franklin Avenue between Pulis Avenue and Harriet Place): all driveways providing ingress and egress to the building and to the parking; a twenty-five-foot wide strip surrounding the building with the exception of the rear facing Sunset Terrace, measured from the building or from curbing adjacent to the building where said curbing exists, except for those areas where designated parking has been approved by the Planning Board of the Borough of Franklin Lakes.

(23) 
St. Alban's Church, Lot 1, Block 1501.

(a) 
The full length and width from curb to curb of the entrance driveway beginning at Church Lane.
(b) 
The full width and length of the parking lot loop roadway including all areas in front of and adjacent to the buildings and only excluding those specifically designated on parking spaces on the site plan approved by the Planning Board.
(24) 
Merck Day School, fire zones.

(a) 
The entire width of the roadway from Parson's Pond Drive to the parking area including both sides from curb to curb; together with the full width and length of the parking lot loop roadway including that area at the front entrance avenue and the center avenue's island and end caps excluding only those areas with specifically marked and designated parking spaces on the site plan as approved by the Planning Board.
(b) 
An eighteen-foot width, nine feet on either side and in front of the Fire Department connection to the sprinkler system and an eighteen-foot width, nine feet on either side in front of the Fire Department hydrant.
(25) 
Franklin Lakes Library: the entire width of the roadway through the parking area including ingress and egress to De Korte Drive. Also the rear side curb facing the ball field and the end cap in front of the main entrance, excluding any designated parking spots.

(26) 
The following areas of the Pulis Avenue field parking lot are hereby designated fire zones:

(a) 
The hash-marked areas at each end of the center parking areas.
(b) 
The area along the curbline marked as a fire zone from the handicapped spaces behind the backstop fences to the first parking spot along the field.
(c) 
The area along the curb from the last parking spot next to the field to the exit roadway.
(27) 
Franklin Lakes VFW on the corner of Franklin Avenue and Pulis Avenue:

(a) 
On the right side of the building, starting from and including the end cap, extending approximately 76 feet toward the firehouse.
(b) 
On the left side of the building, starting from and including the end cap, extending to the handicapped parking area, approximately 58 feet.
(c) 
On the left side of the building, extending from Pulis Avenue into the parking area, approximately 32 feet to the designated handicapped parking.
(28) 
841 Franklin Avenue, Lot 4 in Block 1514: the complete roadway around the building, including entrance and egress roadways, and all end caps and curbing not designated as parking as per the site plan approval.

B. 
For the purposes of this chapter, areas as above set forth as business properties and properties on which the public assembles or to which the public is invited shall be deemed to mean all those places which are open to the public or to which the public is invited, whether maintained or operated separately or in conjunction with any business or enterprise for profit or otherwise.

No person shall at any time stop or stand a motor vehicle in, or otherwise obstruct in any way, any fire zone as designated in § 264-2.

The fire zones in § 264-2 shall be marked to provide adequate notice and warning to any user of driveways, rights-of-way, private driveways or areas, parking lots or parking yards, at appropriate locations and intervals, with metal signs reading "Fire Zone - No Parking." Private property owners' failure to erect or maintain signs as required by this chapter shall be considered a violation of this chapter.
In the event the owner or owners of property fail or refuse to erect signs in accordance with the directions and specifications of the Borough, the Borough shall be permitted to enter onto the property and erect such signs and bill the property owner for the cost of the work. Failure of the property owner to pay to the Borough the full amount due within 10 days from a demand by the Borough shall be considered a violation of this chapter.
Any person who shall violate any provision of this chapter shall, upon conviction thereof, be liable to the penalty as established in Chapter 1, Article III.
