A. 
No person shall install or resurface any driveway connecting with any street or highway, or break into any curb therefor, in the Borough, without first obtaining a permit to do so.
B. 
No permit shall be issued unless the driveway is to be constructed in such a manner as:
(1) 
Not to permit obstruction of drainage along the gutter and road area.
(2) 
Not to permit interference with the existing drains, if any.
(3) 
To make adequate provision for proper drainage.
C. 
All driveways shall comply with § 300-71D(4), Driveway design criteria.
A. 
An application for a permit shall be filed in writing with the Code Enforcement Official. The application shall be accompanied by a fee of $50 for the permit.

B. 
The application shall be made by the owner of the land or the person contracting to do the work and shall set forth his name and address and the location of the proposed driveway.
C. 
The application shall be accompanied by proper plans and specifications showing:
(1) 
The size and manner in which the driveway shall be connected to the street or highway.
(2) 
The curb opening, if any.
(3) 
The manner in which the driveway shall be constructed across the existing gutter.
(4) 
The provisions for drainage of the gutter and driveway.

The permit for the installation of a driveway shall be issued by the Code Enforcement Official after the approval of the plans and specifications of the proposed driveway by the Code Enforcement Official.
All driveways between the curb and property line shall be constructed in accordance with the following minimum specifications:
A. 
There shall be a one-and-one-half-inch stone base, four inches in depth. Compacted stone dust or a suitable liquid material shall be used as a binder and rolled to satisfactory compaction.
B. 
After rolling to proper crowning grade, a one-inch surface of asphalt shall be spread and rolled.

A. 
All curbs broken shall be replaced where they are connected to or join the edges of the driveway, according to specifications on file in the office of the Code Enforcement Official, but under no circumstances shall the applicant be permitted to construct asphalt beyond the curbline or beyond the existing edge of the pavement. Provision must be made to maintain the established drainage and to prevent creation of a drainage problem where none exists.
B. 
Where it is necessary to cut out an existing curb, the entire curb slab shall be removed and replaced with a drop section under the supervision of the Code Enforcement Official.
