All noninstitutional meters and/or detector-check valve assemblies installed subsequent to the effective date of this article shall be provided with outside registers. The term "noninstitutional" shall include residences, rest homes, nursing homes, apartment houses and multifamily houses.
A. 
Meters and/or remote registers and related equipment are not to be disturbed without prior approval by the Water Bureau except in emergencies.
B. 
The remote register shall be located on the outside of the building within three feet of the electric meter or on the front of the building. In no case shall the remote register be enclosed in a fenced area. If the register is enclosed by a fence, the consumer will be required to have the register relocated at his or her expense by the Water Bureau.
C. 
All meters and remote registers installed subsequent to the effective date of this article shall be sealed in place.
D. 
The presence of a remote register does not waive consumer's obligations concerning access.
