There is hereby established a Recreation Advisory Committee
composed of seven members and two alternate members, who shall be
residents of the Township of Waterford.
A.
All members of the Recreation Advisory Committee shall serve without
compensation and shall be appointed by the Waterford Township Committee
as follows:
(1)
Three members shall be appointed for an initial term of three years,
three members shall be appointed for an initial term of two years
and one member shall be appointed for an initial term of one year.
At the expiration of each of the initial terms, each member shall
be appointed for a term of three years.
(2)
There shall be two alternate members, one of whom shall be appointed
for a term of two years and one of whom shall be appointed for a term
of one year.
C.
The Township's Recreation Committee Laison shall serve as an
ex-officio member who may attend and participate at all meetings,
but shall not be a voting member.
D.
Any vacancy occurring other than the expiration of a term shall be
filled for the unexpired term only.
The Recreation Advisory Committee shall meet at least once month.
Minutes of each meeting shall be recorded by a secretary to be selected
by a majority vote of the members of the committee. All minutes shall
be approved by the committee at a subsequent meeting, and copies approved
minutes shall be forwarded to the Township Clerk.
The powers and responsibilities of the Recreation Advisory Committee
shall be as follows:
A.
Advise the Township Committee Laison regarding recreational programs
within the Township and capital improvements.
B.
Advise the Township Committee regarding the recreational needs of
the Township.
C.
Advise the Township Committee regarding ordinances affecting recreation
within the Township.
D.
Advise the Planning Board regarding recreation and open space within
the Township.
E.
Review subdivision applications and advise the Planning Board concerning
proposed recreational facilities within new developments.
F.
Make recommendations to the Township Committee with regard to the
budget as it pertains to recreational activities, equipment, fields
and courts.
G.
Maintain a current inventory of equipment, fields and courts to include
measurements.
H.
Maintain a current overhead image of equipment, fields and courts.
I.
Immediately advise the Township Committee Laison of any safety issues.
J.
Immediately advise the Township Committee Laison of any suspected
vandalism to equipment, fields or courts.
