Any person or persons loitering in a vehicle and/or standing on the street, sidewalk, curb, highway, road, alley or other public grounds, places or buildings or on the grounds of a place of business shall move or separate when required to do so by the police and shall cease to occupy such position if his conduct:
A. 
Is intended to provoke a breach of the peace or whereby a breach of the peace may be occasioned.
B. 
Acts in such a manner as to annoy, disturb, interfere with or obstruct or be offensive to others.
C. 
Warrants alarm for the safety of persons or property in the vicinity.
Any person or persons, firm or corporation who or which violates any provisions of this chapter, upon conviction thereof, shall be punishable by a fine not exceeding $1,000, imprisonment for a term not exceeding 90 days or a period of community service not exceeding 90 days, or any combination thereof.
