No person shall fly a kite or banner, or similar
matter of any kind or material on the beach area of the Atlantic Ocean,
or the boardwalk in the Village of Atlantic Beach, or on any jetty
within the Village of Atlantic Beach commencing with May 15 through
September 10, without prior permission of the lifeguard on the beach,
a village official or public officer.

As used in this article, "person" shall mean
and include any parent, guardian or individual having the care or
custody of a child.

Every person convicted of a violation of this
article shall be punished and subject to a fine of not more than $500
or imprisonment not to exceed 15 days, or both.
