As used in this chapter, the following terms shall have the meanings indicated:
MULTIPLE RESIDENCE
A residence which is either rented, leased, let or hired out to be occupied, or is occupied, as the temporary or permanent residence or home of three or more families living independently of each other, including, but not limited to, the following: an apartment house, apartment hotel, garden apartment, studio apartment, kitchenette apartment, hotel, furnished-room house or old-age, senior citizens, rest or nursing home or residence, but not including private or public hospitals or public institutions.
A. 
Registration. Every owner of a multiple residence in the Village of Atlantic Beach shall be required to register such building with the Building Department on such form or forms as prescribed by the Building Department. A new form shall be filed whenever there is a change of ownership, and it shall be the responsibility of the new owner to see that such form is filed within a period 30 days from the date of taking title.
B. 
Registry fee. On or after the effective date of this subsection, every owner or prospective owner of a multiple residence, as defined in this chapter, which is presently within the village shall be required to register said multiple residence with the Building Department annually and to pay an annual fee based upon the number of dwelling units. The annual registration fee for a multiple residence shall be $30 for up to and including 10 units, and $2.50 per unit thereafter for the year in which the registration fee is paid, without proportion, payable to the Village of Atlantic Beach on or before January 1 each year.
C. 
Agents. The owner of any multiple residence situated in the Village of Atlantic Beach who does not live or reside in Town of Hempstead shall be required to designate and certify a responsible agent who shall live, reside or have a place of business in the Town of Hempstead.
A. 
All multiple residences shall comply with the requirements of New York State Fire Prevention and Building Code, Article 4, Space and Fire Safety Requirements, Multiple Dwellings.
B. 
The Building Inspector of the Building Department is hereby authorized and directed to make inspections to determine the condition of dwellings, dwelling units, rooming units, nursing homes, hotels and premises located within the Village of Atlantic Beach, in order that he may perform his duty of safeguarding the health and safety of the occupants of dwellings and the general public.
Any person who shall violate any provision of this chapter, or any other rules and regulations adopted by the Building Inspector pursuant to this chapter, shall be guilty of a violation punishable by a fine not exceeding $500 or imprisonment for a period not to exceed 15 days, or both. Each day's continued violation shall constitute a separate violation.
