Editor's Note: The adoption of L.L. No. 29-1981, creating the Human Relations Council, supersedes the resolution of 11-19-1963 which created the Commission on Human Rights, which constituted the former Art. II of the former Administration chapter of the 1966 codification.
A Human Relations Council is hereby established by the Village.
The purposes of this Council shall be:
A. 
To improve human relations in the Village.
B. 
To encourage the preservation of the ethnic and racial pluralism.
C. 
To facilitate cooperation, communication and understanding among the individuals, groups and communities within the Village.

The Council shall consist of no more than 15 members to be appointed by the Mayor of the Village of Hempstead and approved by the Board of Trustees.

Members of the Council shall be appointed as follows: five members shall be appointed for three-year terms, five members shall be appointed for two-year terms, and five members shall be appointed for one-year terms. Thereafter, all terms shall be for three years. Vacancies occurring other than by expiration of terms of office shall be filled for the unexpired terms of the offices so filled.
Each member of the Council shall serve without compensation.
The Mayor, with the approval of the Board of Trustees, shall have the power to appoint an Executive Director and a Secretary of the Human Relations Council. The Executive Director and the Secretary shall be compensated at a rate to be determined and approved by the Mayor and Board of Trustees, but it may expend therefor only such sums as are made available to it by the Board of Trustees of the Village.
The Council shall be required to hold at least 10 meetings a year. Written minutes of such meetings shall be kept and maintained and copies thereof shall be promptly furnished to the Village Clerk.
The bylaws shall be drafted by the Executive Director and shall be ratified by the Mayor and the Board of Trustees. The bylaws may be amended by the Executive Director and all amendments must be ratified by the Mayor and the Board of Trustees.
