There shall be a department of Village government known as the “Department of Human Resources,” which shall be headed by a Commissioner of Human Resources who shall be appointed by the Mayor, subject to approval by the Board of Trustees.
The Commissioner of Human Resources shall have the right and authority to staff his/her department and shall supervise and direct the efforts of such deputies and other employees, within the appropriations allocated therefor, as are necessary to effectuate the purposes of the Department. He/She shall designate, as he/she may deem appropriate, any such deputies to act in the place and stead of the Commissioner in the discharge of his/her duties.
The Department of Human Resources shall have the powers and duties, including, but not limited to, those set forth below:
A. 
Developing and administering human resources policies and procedures;
B. 
Providing advice and interpretation of civil service laws, rules and regulations regarding Village employees;
C. 
Preparing, recommending and maintaining records and procedures for controlling personnel transactions and reporting personnel data;
D. 
Overseeing all payroll functions;
E. 
Overseeing all benefit processing;
F. 
Conducting human resource audits;
G. 
Developing and administering performance management programs;
H. 
Directing the implementation of human resource information management programs:
I. 
Directing personnel administration and enrollment;
J. 
Resolving personnel problems, complaints and grievances;
K. 
Establishing and directing the maintenance of personnel records;
L. 
Developing and administering employment policies;
M. 
Negotiating and administering bargained agreements between unions and management; and
N. 
Promoting a talented and diverse workforce through workforce planning and development.
The Department of Human Resources shall be the lead department in the coordination and facilitation of all human-resource-related business in the Village. All departments shall promptly provide the Human Resources Department with all information relevant to the performance of the human resources function in the Village and shall collect and make available to the Commissioner or his/her designees any and all information requested by the Department.
