[HISTORY: Adopted by the Board of Trustees of the Village of Hempstead 2-17-1976 by L.L. No. 1-1976. Amendments noted where applicable.]
There is hereby established in and for the Incorporated Village of Hempstead a Traffic Safety Board consisting of not less than six nor more than 10 members. The term of office of such members shall be three years, except that the terms of the members first appointed shall be as follows: 1/3 shall be appointed for a term of three years, 1/3 shall be appointed for a term of two years and the remaining number shall be appointed for a term of one year. Upon the expiration of the term of office of any member, his successor shall be appointed for a term of office of three years. Other appointments to fill vacancies due to resignation or termination other than the expiration of the term of office shall be made for the unexpired term. The Board of Trustees shall make all appointments to said Traffic Safety Board and shall have the power to remove any member for cause. All of the members shall serve without compensation.
The Board of Trustees shall designate the Chairman of the Traffic Safety Board, who shall be the executive and administrative officer of said Board and shall be subject to the supervision and control of the Board of Trustees. The Chairman shall serve without compensation and shall perform the functions necessary to properly and efficiently carry out the provisions and purposes of this chapter. All meetings shall be held either at the discretion of the Chairman or at such other times as 1/3 of the members of the Traffic Safety Board may request by giving notice in writing to the Chairman.
The Traffic Safety Board shall keep full and accurate minutes of its proceedings and records of its investigations and official actions. The minutes shall also show the vote or failure to vote of each member upon every question, as well as the absence of any member. The function of said Board shall be to promote and encourage street and highway public safety; to formulate Village-wide highway safety programs and coordinate efforts of interested parties and agencies engaged in traffic safety education; to cooperate with local officials within the Village in the formulation and execution of traffic safety programs and activities; to study traffic conditions on streets and highways within the Village, study and analyze reports of accidents and causes thereof and recommend to the appropriate legislative bodies, departments or commissions such change in rules, orders, regulations and existing law as the Board may deem advisable; to conduct meetings within the Village, which meetings shall be open to the public, whenever and wherever the Board shall deem it advisable, and to invite to such meetings parties and agencies, public and private, interested in traffic regulation, control and safety education; to promote safety education for drivers and pedestrians; to obtain and assemble motor vehicle accident data and to analyze, study and consolidate such data for educational and informational purposes; and to coordinate and direct all local activities related to the implementation of the state highway safety program as approved by the Governor or his designee.
All former members of the Traffic and Parking Commission shall be appointed interim members of said Traffic Safety Board and shall continue in office until April 5, 1976, at which time new appointments will be made.
