A.
No person shall throw or deposit or cause to be thrown
or deposited any litter in or upon any street, sidewalk or other public
place except in public receptacles or authorized private receptacles
for collection.
B.
Persons placing litter in public receptacles or any
authorized private receptacles shall do so in such a manner as to
prevent it from being carried or deposited by the elements upon any
street or sidewalk or any other public place or private property.
C.
No person shall sweep into or deposit into any gutter,
street or other public place any accumulation of litter from any building
or lot or from any public or private sidewalk or driveway, except
where such litter shall be kept in authorized receptacles.
D.
No person while a driver or passenger in a vehicle
shall throw or deposit litter upon any street or other public place
or upon private property,
E.
No person shall drive or move any truck or other vehicle
unless such vehicle is so constructed or loaded as to prevent any
load, contents or litter from being blown or deposited upon any street,
sidewalk or other public place.
F.
Merchants must legally dispose of all refuse generated
by their business within a one-hundred-yard radius.
G.
Village litter baskets may not be used to dispose
of commercial rubbish and debris.
H.
It shall be the responsibility of any owner, occupant,
tenant, agent or lessee, collectively and/or individually, to properly
dispose of all garbage, refuse and debris generated or accumulated
on subject premises.
I.
No provision of this Code shall exempt any superintendent
of subject premises from the responsibility of properly disposing
of any garbage, rubbish and/or debris generated or accumulated on
subject premises.
No lime, ashes, dry sand, coal, hair, wastepaper,
feathers or other substance that is likely to be carried by the wind
shall be sieved, agitated or exposed, nor shall any carpet, mat, cloth,
garment, yarn material or other substance be shaken, beaten, cleaned
or scoured in any place where it or particles therefrom may pass upon
or into any street, sidewalk or other public place or occupied premises.
No person shall place any rags, damaged merchandise,
barrels, boxes, broken bales of merchandise or goods in any place
where it or particles therefrom may pass upon or into any street,
sidewalk or other public place or occupied premises.
No person shall throw, cast or permit to be
thrown or cast any handbill, circular, card, booklet, placard or other
advertising matter in or upon any street, sidewalk, public place,
front yard, courtyard, stoop, vestibule or hall of any building or
letter box therein.
