Prior to the installation or alteration of any gas piping, gas unit, sidearm gas water heater, gas-fired boiler or other gas equipment or appliance in any building, a permit shall be obtained from the Plumbing Inspector. This permit shall be issued only to a plumber licensed by the Village.
No gas piping shall be covered nor shall any gas fixture or appliance be connected thereto until a certificate indicating the approval of the system has been issued by the Plumbing Inspector.
No meter shall be set by any gas company until a certificate issued by the Plumbing Inspector is filed with it by the plumber, certifying that the gas pipe and fixtures comply with the provisions of this chapter.

After all gas piping is fitted and fastened and all outlets capped, there must be applied by the plumber, in the presence of the Plumbing Inspector, a test with air to a pressure equal to a minimum pressure of 3 1/2 pounds per square inch (3.5 psi) to stand for a minimum of 10 minutes. Only an air gauge having a minimum full-scale reading of 10 pounds per square inch (psi) shall be used. When gas appliances or a piece of equipment for residential use are required, whether existing or new, all gas lines must be tested.

Any gas meter installed in a building other than a single-family or two-family dwelling shall be located either outside the building, in which event same shall be protected by the owner from vandalism and physical damage, or in a separate, ventilated room in the lowest level of the building. No gas meter shall be installed in any building without the prior written approval of the Plumbing Inspector as to the proposed location thereof.

The Village Board of the Incorporated Village of Hempstead hereby declares and finds that unlawful multiple-family occupancies of dwellings have been facilitated by the installation of separate gas meters for the additional families. The Board thus wishes to limit the number of gas meters in single-family or two-family dwellings to one or two, respectively.
A. 
No dwelling occupied by a single-family shall have more than one gas meter located therein or elsewhere on the property.
B. 
No dwelling occupied by two families shall have more than two gas meters located therein or elsewhere on the property.
C. 
In the event that the number of existing gas meters exceeds the number of meters permitted hereunder, the premises shall be made to comply with the provisions hereof by the owner or other occupant of the premises wherein the same is located within one year from the date of the adoption of this section. This one-year period is allowed for the specific purpose of permitting the amortization of the remaining cost, if any, of such meter(s) and the installation thereof.
