(A) 
Basic services. No licensee shall charge more than the maximum rates set forth herein, day or night, for each vehicle used in towing a motor vehicle picked up within the Town and towed to a place within the Town.

(1) 
All vehicles requiring general towing: One Hundred Eighty-Five ($185) Dollars.
(2) 
All vehicles requiring heavy duty towing due to the weight of the vehicle or as otherwise directed by a Police officer: Four Hundred ($400) Dollars per hour, from time of leaving place of towing business to time of return thereto, excluding Police directed waiting time.

(3) 
Accessibility during normal business hours (Monday through Friday, 8:00 am to 5:00 pm) to the towed vehicle, for any purpose, while being stored: no charge.
(B) 
Incidental services. In addition to the foregoing, the following maximum rates for services incidental to towing may be charged, day or night:

(1) 
Dollying (where a vehicle is removed or conveyed on a dolly): Ninety ($90) Dollars.
(2) 
Storage.
(a) 
Outside storage: Thirty-Five ($35) Dollars per day for basic vehicles; One Hundred ($100) Dollars per day for heavy duty vehicles.
(b) 
Inside storage: Storage of vehicles in interior space shall be by private agreement, requiring prior written authorization of the vehicle owner and/or operator. If the licensee has no outside storage facilities, the same maximum rate restriction specified in sub-section (2)(a) above shall apply.
(3) 
Righting an overturned vehicle: One Hundred Twenty-Five ($ 125) Dollars for basic vehicles; Five Hundred ($500) Dollars for heavy-duty vehicles or vehicles for which a tow truck listed on the heavy-duty roster has been called for service by a Police officer, at the officer's discretion.

(4) 
Winching to a towable position: Fifty ($50) Dollars for basic vehicles; Two Hundred Fifty ($250) Dollars for heavy-duty vehicles or vehicles for which a tow truck listed on the heavy-duty roster has been called for service by a Police officer, at the officer's discretion.

(5) 
Pulling of an axle or shaft necessary for tow: Forty ($40) Dollars per axle or shaft.
(6) 
Extraordinary labor: after the first one-half (1/2) hour on-scene, excluding Police-directed waiting time, an additional charge of Seventy-Five ($75) Dollars per one-half (1/2) hour may be charged, subject to review and approval of the Town Director of Public Safety or his designee.
(C) 
Exemptions: The rates established in this Section shall not apply to services provided in connection with the recovery of vehicles as defined in § 183-2(A).
A. 
Form. Licensees shall use a prenumbered, duplicate billing pad, in a form filed with and approved by the Town Clerk, containing the information set forth hereinbelow.
(1) 
Name, address and telephone number of the licensees' place of business.
(2) 
Name and address of the person engaging the licensees' services.
(3) 
State registration number of the vehicle being towed.
(4) 
Total amount to be charged, including towing, labor and storage rate for twenty-four (24) hours or part thereof.
(5) 
Name of tow-for-hire operator.
(6) 
State registration, vehicle license plate and town certificate numbers of the tow truck.

B. 
Payment. Payment of said bill shall be acknowledged thereon.
C. 
Original. The permittee shall prepare the bill on this form and furnish the original to the owner or operator of the vehicle to be towed, or their authorized representative.
D. 
Duplicate. The duplicate bill shall be retained with the written log of the tow truck.
A. 
Regular fees. The following fees shall be collected on an annual basis by the Town Clerk at the time applications are presented for the following:

(1) 
Business owner's license: Three Hundred Twenty-Five ($325) Dollars.
(2) 
Certificate of operation and decal for each motor vehicle: Eighty-Five ($85) Dollars.
(3) 
Vehicle operator's permit: Forty-Five ($45) Dollars.
(4) 
Waiver of disapproval, suspension or revocation: Thirty-Five ($35) Dollars.
(5) 
Appeal of disapproval hearing: One Hundred Twenty-Five ($125) Dollars.
(6) 
Revocation Hearing: Three Hundred Fifteen ($315) Dollars.
B. 
Late fees. The following additional fees shall be collected by the Town Clerk at the time applications are presented for renewal when said applications are made in excess of thirty (30) days after the expiration date thereof:

(1) 
Business owner's license.
(a) 
Class A: Forty-Five ($45) Dollars.
(b) 
Class B: Ninety ($90) Dollars.
(2) 
Vehicle operator's permit: Fifteen ($15) Dollars.
C. 
Replacement fees. The following fee shall be collected by the Town Clerk at the time an application is presented for replacement of any type of lost or damaged document previously issued thereby: Thirty-Five ($35) Dollars.

D. 
Refunds. No fees set forth hereinabove shall be refunded.
E. 
Reductions. There shall be no reduction in fees for licenses, certificates or permits issued for a fractional part of a year.
