A. Prior to necessary approval by the Village Board,
all water main extensions and/or replacements, including new development,
requiring water supply from the Village water system shall be analyzed
based on the comprehensive study and computer modeling.
B. All inquiries for water supply and approval thereof
must be submitted to the Village Clerk and include the following:
(1) Total number of loops in the system.
(2) Daily average consumption per unit and total daily
consumption of the project.
(3) ISO rating of construction and determination of fire
flow requirements.
(4) Endorsement by a professional engineer in the State
of New York.
C. The Village water consulting engineer (Wehran Engineering)
will review the submissions and recommend to the Village specific
actions.
D. Review and approval by the Village and the engineer
shall be made prior to submission to the New York State Department
of Health under the provisions of the State Sanitary Code and subject
to their approval.
E. The Village water consulting engineer shall update
the comprehensive study according to the as-built information on completion
of the project as is required for any new water system improvements.
F. A fee shall be charged for all submissions on inquiries
and processing by the Village water consulting engineer.
(1) The fee shall be based on the number of loops in the
proposed system.
(2) The fee shall be charged to the developer and paid
to the Village Clerk at the time of submission.
(3) There shall be no further fee for updating the comprehensive
study according to as-built information when the project is complete.
(4) The fee shall be known as the "water study fee" and
shall be posted in the water fee schedule and may be changed by Board
resolution and/or local law.
G. Approval of submissions under this section shall be
by the Village Board (by resolution) and, further, shall expire 24
months from the date of approval, unless the project has started or
a performance bond has been posted.
H. As used in this section, the following terms shall
have the meanings indicated:

A section of a water supply and/or distribution system that
runs between two junction points and/or a junction point and a dead
end.
