No person, firm or corporation shall own, harbor or maintain, on any premises within the Village of Sea Cliff, any cows, horses, livestock, rabbits, rodents, reptiles, chickens, ducks, pigeons, poultry, bees or any other animals, fowl or insects without first obtaining a permit from the Board of Trustees, following a public hearing, unless such hearing is waived by the Board of Trustees. This section shall not apply to the ownership, harboring or maintenance of dogs,[1] cats or similar household pets, or animals maintained by educational institutions for scientific or educational purposes.

The application for a permit shall be accompanied by the consent, in writing, of at least 75% of all adult residents living within 200 feet of the outer extremities of the applicant's property, except in the case of bees, where the consent, in writing, of at least 75% of all adult residents living within 500 feet of the outer extremities of the applicant's property shall be obtained. The fee for such permit and any renewal thereof shall be as set forth in Chapter A142, Schedule of Fees, and shall accompany each application.
Any permit granted under this chapter shall be valid for a period of no longer than one year and must be renewed at the expiration thereof. The application and hearing procedure for any renewal permit shall be the same as for the original application.
Because the harboring of bees represents a potential hazard to residents, the following special regulations shall apply:
A. 
The harboring of bees shall be on a hobby basis only.
B. 
The applicant will be permitted to have only one hive.
All animals or fowl found dead within the Village of Sea Cliff shall be removed immediately and properly disposed of by the owner or person who kept or maintained the same. Should such person fail to do so, the animal or fowl may be removed and properly disposed of by an authorized representative of the Village of Sea Cliff and the costs thereof assessed against the owner or person who kept or maintained the animal or fowl.[1]
