The following regulations apply to the Sea Cliff Village Beach, the
beach parking area along the Boulevard, and the Boulevard Parking Lot:
A. All persons attending the Village Beach for any purpose
whatever during the official bathing season shall be required to pay a seasonal
or daily beach entrance fee as determined from time to time by resolution
of the Board of Trustees. The Beach Manager and the Board of Trustees reserve
the right to reject any or all applications for daily or seasonal entrance
to the Village Beach.
B. All persons attending the Village Beach for any purpose
whatever during the official bathing season shall be subject to and shall
abide by the directives of the Beach Manager and lifeguards employed thereat
by the Village.
C. Boat racks shall be available at the Village Beach to
those persons paying a seasonal beach fee, for an additional fee. Boat racks
shall be assigned by the Beach Manager or said Manager's designee.
D. No dogs or other animals shall be allowed on the Village
Beach or any other public beach in the Village at any time during the official
bathing season.
E. Swimming shall be permitted only within designated areas.
Nonswimmers shall not be permitted on either of the swimming floats. The use
of tubes or other inflated objects of any nature shall be prohibited.
F. Children under the age of nine must be accompanied at
all times by an adult or by a responsible attendant of at least 14 years of
age.
G. All persons using the Village Beach must conduct themselves
in an orderly manner. Running or horseplay of any nature shall not be tolerated
upon any part of the beach.
H. Food and nonalcoholic beverages may be consumed on the
Village Beach during the hours the beach is open and in the beach parking
area and the Boulevard Parking Lot between the hours of 6:00 and 9:00 p.m. Alcoholic beverages are prohibited on the beach, except as otherwise
provided in this Code.
I. Organized picnics, outings or gatherings shall be conducted
only within designated areas, upon special permission of the Beach Manager,
subject to review by the Board of Trustees.
J. Litter shall be placed in receptacles provided by the
Village and shall not be allowed to become strewn about.
K. Fires are prohibited on the Village Beach except as otherwise
provided in this Code.
L. Ballplaying shall be permitted only in designated areas.
Gambling of any nature shall be prohibited.
M. Neither the Incorporated Village of Sea Cliff nor its
officers, employees or agents shall be responsible for any boat or other valuable
left within the confines of the Village Beach area.
N. These beach and parking area regulations may be enforced
by the Beach Manager or by any person designated by said Manager or by any
other person designated by the Board of Trustees.
O. The Board of Trustees shall, from time to time, establish
by resolution the official bathing season, bathing hours during which lifeguards
shall be on duty, hours during which the Village Beach shall be open, seasonal
and daily beach entrance fees, boat rack fees and such other regulations as
the Board of Trustees shall deem necessary for safe and proper conditions
on the Village Beach.
P. Glass bottles.

(1) No glass bottles shall be permitted on the beach.
(2) Any person violating the provision of this subsection
shall be subject to removal from the beach at the direction of the Beach Supervisor.
The following regulations apply to Prospect Avenue Park, which is hereby
designated as the sidewalk and contiguous area located on the west side of
Prospect Avenue, from the existing curb to the existing bulkhead, starting
at the north property line of Tappan Beach and ending 305 feet north of the
northerly line of Laurel Avenue as measured along the westerly curb of Prospect
Avenue.
A. Picnicking is prohibited.
C. No person, persons or group of persons shall assemble
or loiter in said area between the hours of 9:00 p.m. and 6:00 a.m., except
upon application to and written permission of the Mayor. The form of such
application shall be as prescribed by the Village Clerk.
The General Foreman is authorized and directed to post suitable signs giving public notice of the regulations contained in this chapter and of any regulations established by the Board of Trustees pursuant to §§
43-1 and
43-2.
