The Village Justice Court of the Village of Sea Cliff is hereby authorized to establish a Traffic Violations Bureau to assist the Court in the disposition of offenses related to traffic violations.
Such Traffic Violations Bureau, when established, is authorized to dispose of violations of traffic laws, rules and regulations when such violations do not constitute a felony or a misdemeanor or the traffic infraction known as speeding. Subject to the limitations stated in Article 14-B of the General Municipal Law, a person charged with such a violation may, at any time from the receipt of a summons or appearance ticket therefor, and prior to the return day thereof, either in person or by written power of attorney, waive a hearing in Court, plead guilty to the charge and pay the prescribed fine.
