New Salem Borough, its Council and appropriate officers are hereby authorized to enter into a cooperative agreement with West Manchester Township, York County, Pennsylvania, to provide to the Borough police service and protection within the confines of New Salem Borough. The conditions and terms of the agreement for police service and protection are more fully set forth in a certain agreement between West Manchester Township and New Salem Borough entitled "Agreement for Law Enforcement Services," which agreement is incorporated herein by reference.[1]

The agreement shall continue until terminated by either party giving the other party 90 days' notice of the termination of the agreement.
The purpose of the agreement is to provide police service and protection to the Borough of New Salem by the Police Department of West Manchester Township. The proposed agreement between New Salem Borough and West Manchester Township delegates full power and authority to the police officers of West Manchester Township to provide all law enforcement services within the confines of New Salem Borough, and every police officer of West Manchester Township engaged in performing any service or function within the confines of New Salem Borough shall have all of the powers and authority conferred by law on Borough police officers while performing such services within the Borough.
The Borough of New Salem shall pay to the Township of West Manchester a fixed sum as agreed between the parties for the police protection to be provided by West Manchester Township.
The agreement shall be implemented by the Borough Council of New Salem and by the Board of Supervisors of West Manchester Township.
The agreement does not contemplate that any property shall be acquired by either New Salem Borough or West Manchester Township. To the extent any property is acquired, such property shall remain the sole and separate property of West Manchester Township.
