Each owner or occupant of property in the Borough shall remove snow, ice, debris or any other obstruction (including, but not limited to dirt, stones, limbs, vegetation, or man-made items) from the sidewalks in front of, along the side of, or adjoining their property within 24 hours from when the snow stops falling, ice stops accumulating, or the incident causing the debris or obstruction to the sidewalk occurs. Said responsibility shall rest with the owner where the property is not occupied, is occupied by the owner or is occupied by the owner and other family units. If the property is occupied by someone other than the owner, the responsibility shall then rest with such occupant or tenant.

A. 
Except as provided herein, it shall be unlawful for any person to erect, cause, construct and/or maintain any obstruction to the convenient use of any street, road, alley, sidewalk, or other public way in the Borough; provided, however, that traffic signals, traffic signs, fire hydrants, utility poles, lighting fixtures, sanitary sewer vent pipes and mailboxes (except as prohibited in Article IV) may be erected and constructed within and upon that portion of any street, road, alley or other public way in the Borough, excluding the cartway thereof.
B. 
In order to prevent obstructions, it is hereby prohibited for any person to deposit, place, dump, throw, shovel, cast, plow, store, and/or allow or permit the migration or filtering onto any street, road, alley or other public way any substance or item, including, but not limited to, temporary or permanent basketball nets, basketball backboards and/or hoops, hockey goals, cones, chairs, saw horses, cans, boxes, barrels, ice, snow, soil, grass clippings, ash, stone, trash, refuse, rubbish, junk, portable toilets, vegetation, construction materials and equipment, PODs®, unhitched trailers, or any other debris or like substances. Leaf piles are also included in this prohibition, except during seasonal collection schedules. Dumpsters are also prohibited unless permission is obtained from the Borough.
Snow and ice shall be removed to a width of not less than 30 inches to provide a clear or open path for pedestrian traffic. The snow and ice removed shall not be thrown in the street. All other debris and obstructions shall be removed completely.
Whenever the responsible person shall fail, neglect or refuse to comply with the above § 201-15, Council may, at its discretion, cause the violation to be corrected by having the snow removed and collect the cost of remedying and correcting the violation from the responsible person, in addition to the fine provided below.
Any owner or other persons responsible who shall violate the provisions of § 201-15 above may also be prosecuted before a Magisterial District Judge and be sentenced to pay a fine of not more than $600 and costs of prosecution. Payments of said fines shall be in addition to the payment of the costs set forth in the above section for the Borough remedying the conditions where the violator has failed to do so. In default of payment of such fine or fine and costs, the owner or person responsible may be sentenced to imprisonment in the York County Prison for a period not to exceed 30 days.
