The purpose of this chapter is to promote public safety and convenience
by providing a street numbering and naming system whereby addresses may be
identified with ease and speed essential to the quick response of emergency
services, such as for fire fighting or police and emergency medical care.
Under normal circumstances, all names of streets, public or private,
shall be approved by the Town Plan and Zoning Commission pursuant to Section
4.05.04 of the Town's Subdivision Regulations.[1] If any public street not coming within the Subdivision Regulations
is to be named or if the name of any existing public street is to be changed,
such naming or change of name shall require the approval of the Town Council
on recommendation of the Town Engineer. If any private street not coming within
the Subdivision Regulations is to be named or if the name of any existing
private street is to be changed, such naming or change of name shall require
the approval of the Town Engineer. Whenever the Town has approved a name of
a street or a change in the name of a street, the Town Engineer shall promptly
notify by mail the owners of all properties on such street, or their agents.
The Town Engineer shall maintain maps showing names approved for each street
in the Town, and such maps and records shall be open for public inspection.
For each street requiring a name pursuant to § 87-2 above, there shall be street name signs. For streets arising from subdivision approvals, the Town Plan and Zoning Commission, pursuant to Section 4.05.06 of the Town's Subdivision Regulations,[1] shall regulate such signs. For streets not regulated by the Town
Plan and Zoning Commission, the Town Engineer shall regulate and require the
construction and maintenance of such street name signs. All names of street
signs shall be consistent in size and style, and the names shall be legible
from the intersecting street or highway. Name of street signs required for
private streets shall be provided and maintained by the owners of such street
and shall be installed within 60 days of receipt of notice from the Town Engineer
of the approval of the street name or any change thereof.
The Town Engineer shall assign street numbers to all buildings, parts
of buildings and house lots fronting on any street, public or private, or
highway within the Town and may change such numbers if necessary to have a
more orderly numbering system. When new streets are laid out, the Town Engineer
shall promptly assign numbers to each lot on said street. Whenever the Town
Engineer has assigned a street number to a property, the Town Engineer shall
promptly notify by mail the owners of the property affected, or their agents,
and shall also notify the occupants of any building or part thereof to which
a number has been assigned. The Town Engineer shall maintain maps showing
the street numbers assigned to each property, and such maps and records shall
be open for public inspection.
Each owner, agent or occupant shall affix to said building or part thereof,
or to some object appurtenant thereto, the street number or numbers assigned
by the Town Engineer. All numbers shall be affixed so as to be legible from
the street or highway. Numbers shall be affixed within 60 days of receipt
of notice from the Town Engineer.
Each owner, agent or occupant of any building or part thereof who fails
to affix to the appropriate building the number assigned by the Town Engineer
within 60 days of receipt of notice of such assignment, and each owner of
any private street who either displays a street name sign without approval
of the Town Engineer or who fails to provide a street name sign within 60
days of receipt of notice of the approval of such sign:
A.
Shall be guilty of a misdemeanor and upon conviction
shall be punished by a fine of not more than $100 for each offense, and each
day thereafter of failure to comply with the direction of the Town Engineer
shall constitute a separate and distinct offense; or
B.
Shall be subject to a penalty of $100 for each such violation
subject to the hearing procedure for citations set forth in C.G.S. § 7-152c.

This chapter has been specifically designated for enforcement by citations issued by designated municipal officers or employees, and the citation hearing procedure established by Chapter 91 of the Farmington Code shall be followed.
