A. 
The Planning Commission shall fix a reasonable time for the hearing of subdivision applications, lot consolidation applications, and site plan review applications, give public notice as well as due notice to the parties of interest. At said hearing, parties of interest and citizens shall have an opportunity to be heard. Any party may appear in person, by agent or by attorney at the hearing.

At least 15 days' notice of the time and place of both the preliminary review of the application and the public hearing on the application shall be published in a newspaper of general circulation in the City. Further, at least 15 days' notice of the time and place of the preliminary review of the application and the public hearing on the application shall be sent to all City property owners whose boundaries are within 200 feet of the boundaries of the property which is the subject of the subdivision application or site plan review application. Such notice shall be sent by certified United States Mail to the last known address to which the City's tax bills are sent, said mailing to be done by the City.

In addition to any public notice required by this article, the City Manager shall cause to be posted at one or more prominent and easily visible places on the property which is the subject of the subdivision application or site plan review application, on 18 inch by 24 inch yellow cardboard, a public notice setting forth the date and time at which the Planning Commission has scheduled a preliminary review of the application; the public hearing on the subdivision or site plan review, or lot consolidation application; the name of the applicant; a description and size of the property involved; and a statement, in plain language, of the matter involved. The notice shall also state that, at the hearing, parties and interested persons may appear in a person or by agent or attorney, and list the address and telephone number of the City's Building and Licensing Department for interested parties seeking further information on the application. One such notice sign shall be posted for each street and/or boardwalk on which said property fronts. It shall be the responsibility of the applicant to maintain the notice signs in good condition during the posting period. Said notice sign or signs shall be posted at least 15 days prior to the meeting at which a preliminary review of the application occurs and shall remain posted until the date of the last public hearing on the application.
