A. 
The provisions of this article shall be effective from May 15 through September 15, between the hours of 10:00 a.m. prevailing time and 10:00 p.m. of each day, and shall apply to all parking meter zones established within the City, except as otherwise provided herein.
Parking meter zones are hereby established within the City upon those streets or parts of streets described in § 92-69, in which zones the parking of vehicles upon streets shall be regulated by parking meters between the hours specified in the schedule of any day.

Grove Park Parking Lot
On the north side of Rehoboth Avenue between the Lewes and Rehoboth Canal and the City traffic circle, all spaces, except that meters shall not be operational until two hours after the close of the farmers market on any day the farmers market is convened, and further excepting spaces designated for use by the Rehoboth Beach Museum, the Chamber of Commerce Visitor Center and Main Street. During the hours those organizations are open to the public, there shall be no charge for the use of those designated spaces.

After the expiration of 90 minutes following the issuing of the original summons for any motor vehicle which is parked, stopped or standing in violation of the provisions of this article or for which additional coins have not been deposited at the expiration of the time provided for in § 92-69, an additional summons shall be issued for any motor vehicle which continues to be parked, stopped or standing in violation of the provisions of this article or for which additional coins have not been deposited at the expiration of the time provided for in § 92-69.

On the parts of streets and islands designated as parking meter zones, parking spaces shall be indicated by lines painted on the curb or pavements, parking bumpers, or by other appropriate means. In each parking meter zone there shall be installed a parking meter which, upon payment, shall entitle a person to park his or her vehicle for such limited time as may be indicated on the meter.

A. 
No person shall park any vehicle in such a manner that it shall not be wholly within the parking space, as designated by the lines or markings thereof.
B. 
Any person violating this section shall, upon conviction, pay a fine not less than $50 nor more than $100 and shall pay the costs of prosecution, provided that, with the consent of the person charged with a violation under this section, the Chief of Police is authorized to accept and receive, without hearing, not less than $50 as a penalty for such violation if such penalty is paid within seven days from the date of violation or accept $75 if such violation is paid within 30 days from the date of the violation or accept $100 if such penalty is paid after 30 days from the date of the violation.

The operator of any vehicle parked within a space regulated by this article, during any applicable time, shall pay, in advance, the appropriate fee for the length of time the vehicle is to be parked in such space. Failure to pay the appropriate fee shall be a violation of this article. Payment may be made by one of the following means:
A. 
Depositing twenty-five cent coins of the United States, commonly referred to as quarters, in the parking meter that controls the relevant parking space.
B. 
By a credit card approved for acceptance by the City where the meter controlling the relevant space is equipped to accept credit cards. A reasonable service fee may be added to each credit card transaction.

C. 
By electronic means through a third-party vendor contracted by the City for such purpose. A reasonable service fee may be added to each transaction processed by the contracted third-party vendor.

No vehicle shall remain parked in a parking space after the parking time has expired. Failure to pay for parking in the appropriate zone, pay for parking using the appropriate license plate, move the vehicle after paid time has expired, or to pay for additional time by an approved means shall be considered as parking overtime.

A. 
No person shall deposit in any parking meter any slug or substitute for a coin of the United States.
B. 
Fines must be paid in United States currency, checks, money orders, credit cards, or electronic payments.
No person shall deface, tamper with, damage, open or willfully break, impair or destroy any parking meter.[1]

Three types of parking meters are approved for use in the City. The City Manager shall determine which type of meter is used at each parking space covered by this article. The three types of meters are:
A. 
Single-space meters, where each parking space has a meter that accepts payment only for that space and the only identification is the location of the meter.
B. 
Multispace meters, where the meter accepts payment for more than one parking space.
C. 
Pay and display meters, where a group of parking spaces are serviced by a meter which prints a receipt showing transaction date, time, expiration time, and amount paid. The user displays this receipt print side up on the dashboard inside the parked vehicle so as to be visible from outside the vehicle through the windshield. In addition to other penalties contained in this article, failure to display the required receipt in the manner specified shall be a violation of this article and shall be subject to a fine in accordance with § 92-80.

The City Manager shall be responsible for the collection of coins from the parking meters. The City Manager shall designate an employee of the City or appoint a suitable person to make such collections under such rules and regulations as the City Manager shall establish. All money collected by way of parking meters shall be deposited by the City Manager to the credit of the City and shall be uniquely identifiable from all other revenues of the City.

Any person violating any of the provisions of this article shall, upon conviction, be fined not less than $30 nor more than $200 and shall pay the costs of prosecution, provided that, with the consent of the person charged with a violation under this article, the Chief of Police, or his authorized representative, is authorized to accept and receive, without a hearing, not less than $30 as a penalty for such violation if paid within 7 days after the day that the violation occurs and to accept and receive, without a hearing, the sum of not less than $45 as a penalty for such violation if the penalty is paid within 30 days after the day that the violation occurs and to accept and receive, without a hearing, the sum of not less than $110 as a penalty for such violation if the penalty is paid after 30 days after the day the violation occurs and to accept and receive, without a hearing, the sum of not less than $150 as a penalty for such violation if the penalty is paid after 60 days after the violation occurs.
