A. 
No person shall willfully fail or refuse to comply with any lawful order or direction of any police officer invested by law with authority to direct, control or regulate traffic.
B. 
Any driver who, having received a visual or audible signal from a police officer identifiable by uniform, by motor vehicle or by a clearly discernible police signal to bring his vehicle to a stop, operates his vehicle in disregard of that signal or interferes with or endangers the operation of the police vehicle or who increases his speed or extinguishes his lights and attempts to flee or elude the police officer shall be fined for the first offense not less than $50 nor more than $100 and shall pay the costs of prosecution. For each subsequent like offense he shall be fined not less than $100 nor more than $200 and shall pay the costs of prosecution.
No person shall do any act forbidden or fail to perform any act required by this chapter.
Every person propelling any pushcart or riding an animal or driving any animal-drawn vehicle upon a roadway shall be granted all of the rights and shall be subject to all of the duties of this chapter applicable to the driver of any vehicle, except those provisions of this chapter which by their nature can have no application.
A. 
No passenger in a vehicle shall ride in such position as to interfere with the driver's view ahead or to interfere with the driver's control over the driving mechanism of the vehicle.
B. 
No person shall ride upon any vehicle without the consent of the driver thereof.
C. 
When any person is riding on any vehicle, no part of his body shall protrude beyond the limits of the vehicle.
Unless specifically made applicable, the provisions of this chapter, except those contained in Section 14, Article VIII, persons, teams, motor vehicles and other equipment while actually engaged in work upon the surface of a street but shall apply to such persons and vehicles when traveling to or from such work.
A. 
The driver of an authorized emergency vehicle, when responding to an emergency call or when in the pursuit of an actual or suspected violator of the law or when responding to but not upon returning from a fire alarm, may exercise the privileges set forth in this section, but subject to the conditions herein stated.
B. 
The driver of an authorized emergency vehicle may:
(1) 
Park or stand, irrespective of the provisions of this chapter.
(2) 
Proceed past a red or stop signal or stop sign, but only after slowing down as may be necessary for safe operation.
(3) 
Exceed the speed limits so long as he does not endanger life or property.
(4) 
Disregard regulations governing direction of movement or turning in specified directions.
C. 
The exemptions herein granted to an authorized emergency vehicle shall apply only when such vehicle is making use of audible or visual signals meeting the requirements of this Code.
D. 
The foregoing provisions shall not relieve the driver of an authorized emergency vehicle from the duty to drive with due regard for the safety of all persons, nor shall such provisions protect the driver from the consequences of his reckless disregard for the safety of others.
A. 
Upon the immediate approach of an authorized emergency vehicle making use of audible and visual signals, or of a police vehicle properly and lawfully making use of an audible signal only, the driver of every other vehicle shall yield the right-of-way and shall immediately drive to a position parallel to and as close as possible to the right-hand edge or curb of the roadway clear of any intersection and shall stop and remain in such position until the authorized emergency vehicle has passed, except when otherwise directed by a police officer.
B. 
This section shall not operate to relieve the driver of an authorized emergency vehicle from the duty to drive with due regard for the safety of all persons using the street.
