A. 
No person shall drive a vehicle on a street at a speed greater than is reasonable and prudent under the conditions and having regard to the actual and potential hazards then existing. In every event, speed shall be so controlled as may be necessary to avoid colliding with any person, vehicle or other conveyance on or entering the street in compliance with legal requirements and the duty of all persons to use due care.
B. 
The driver of every vehicle shall, consistent with the requirements of the provisions of Subsection A of this section, drive at appropriately reduced speed when approaching and crossing an intersection or railway grade crossing, when approaching and going around a curve, when approaching a hill crest, when traveling upon any narrow or winding roadway and when special hazards exist with respect to pedestrians or by reason of weather or street conditions.

A. 
Where no special hazard exists, and except as set forth in Subsection B hereof, a speed of 25 miles per hour shall be lawful, but any speed in excess of such limit shall be absolute evidence that the speed is not reasonable or prudent and that it is unlawful.
B. 
The following are exceptions to the speed limit of 25 miles per hour established in Subsection A above:
(1) 
Canal Street from Rehoboth Avenue to State Road: 15 miles per hour maximum.
(2) 
Lake Drive from King Charles Avenue to Bayard Avenue: 15 miles per hour maximum.
(3) 
Wilmington Avenue extended (the alley on the north side of Martin's Lawn), from Second Street to Christian Street: 15 miles per hour maximum.

Notwithstanding anything to the contrary set forth in this chapter, the following are hereby established as the fines and costs, including payments to the Victim's Compensation Fund, for speeding violations. Court costs in Alderman's Court shall be $20 in the event of trial or guilty plea and $15 in the event of a voluntary assessment.

A. 
No person shall drive a motor vehicle at such a slow speed as to impede the normal and reasonable movement of traffic except when reduced speed is necessary for safe operation or in compliance with law.
B. 
Whenever the Commissioners determine on the basis of an engineering and traffic investigation that slow speeds on any part of a street consistently impede the normal and reasonable movement of traffic, it may, by ordinance, determine and declare a minimum speed limit below which no person shall drive a vehicle except when necessary for safe operation or in compliance with law.

A. 
No person shall operate or permit to be operated a motor vehicle, licensed or unlicensed, in any public park area or on the beach strand within the corporate limits of the City.
B. 
No person shall operate any unlicensed motor vehicle on any public way within the corporate limits of the City.
C. 
The provisions of this section shall not apply to motor vehicles of the City, emergency vehicles, vehicles of concessionaires, vehicles engaged in beach maintenance, repair or improvement, including vehicles upon the beach making an inspection of the beach, and other motor vehicles authorized by the Commissioners.
No person shall operate any motor-driven cycle at a speed greater than that established in § 92-100 of this chapter.
A. 
No person shall drive a vehicle over any bridge or elevated structure constituting a part of a highway at a speed which is greater than the maximum speed which can be maintained with safety to such bridge or structure, when such structure is signposted as provided in Subsection C of this section.
B. 
No person shall drive a motor vehicle over any bridge or elevated structure constituting a part of a street when such vehicle's gross weight, including the carried load, is greater than the maximum weight which can be maintained with safety to such bridge or structure if signposted as provided in Subsection C of this section.
C. 
The Commissioners may conduct an investigation of any public bridge, causeway, or viaduct. If they thereupon find that such structure cannot with safety to itself withstand vehicles traveling at the speed otherwise permissible under this chapter or withstand vehicular gross weights, including the carried load, permissible under this chapter, the Commissioners shall determine and declare the maximum speed or gross weight, including the carried load, of vehicles which such structure can withstand and shall cause or permit suitable signs to be erected and maintained at a distance of 100 feet beyond each end of such structure. The findings and determinations of the Commissioners and the existence of signs shall be conclusive evidence of the maximum speed or gross weight, including the carried load, which can, with safety to any such structure, be maintained thereon.

E. 
Any person violating this section shall, upon conviction, pay a fine of not less than $150 nor more than $250 and shall pay the costs of prosecution. For each subsequent offense, he/she will be fined no less than $250 or more than $500 and shall pay the costs of prosecution.
