As used in this chapter, the following terms shall have the meanings indicated:
BUSINESS HOURS
Constitute the hours 7:00 a.m. to 5:00 p.m., except during that period known as daylight saving time, when the business hours shall be from 6:00 a.m. to 4:00 p.m., Eastern standard time.

All motor vehicles, other than motorcycles, owned by the Town, except such vehicles operated by the Chief, Assistant Chiefs or the detectives of the Police Department or Town Manager, shall be marked "_______(insert name of)_______ Department, West Hartford" on the right and left doors with letters at least 1 1/2 inches in height and shall be equipped with municipal license plates. Motor vehicles privately owned by Town employees which are operated on an allowance paid by the Town may be marked with said inscription on a flap door cover which must be displayed whenever such motor vehicles are being operated during business hours.
No motor vehicle as described in § 40-2 hereof shall be used before or after business hours without a permit from the Town Manager and/or the head of any department for which such motor vehicle is being used. This section shall not apply to motor vehicles used by the Police Department.
