All disbursements of County funds shall be issued by and at the direction
of the Director of Finance unless otherwise specifically directed by law or
act of County government.
The Director of Finance shall be responsible for the timely payment
of all claims requiring the disbursement of County funds properly encumbered
and justly due as authorized by law or act of County government.
Except where prohibited, the Director of Finance may designate other
offices or departments to disburse County funds minimal in amount to effect
the orderly and efficient operation of such office or department.
The Director of Finance shall keep accurate and complete accounts of
all receipts, invoices and disbursements of County funds.
The Director of Finance shall develop and distribute such forms and
rules as necessary for the proper administration of this chapter.
This chapter is adopted pursuant to the power conferred upon the Levy
Court of Kent County, Delaware by 9 Del. C. § 4110.
