Kent County shall charge 1.5% per month interest
on any bills for sewage charges not paid by a user of the Kent County
Sewage System after the due date of said bill. Said interest charges
will be assessed against users of the Kent County Sewage System whether
such users receive sewage services as residents of a sanitary district
or through a contract with Kent County.
