A.
The Chief of Police, with the approval of the City Manager,
shall appoint special patrol officers to be known as "reserve police officers,"
in such numbers as the Police Chief deems necessary, subject to such rules
and regulations as the Police Chief shall promulgate.
B.
Such officers may be called to active duty at any time
by the Police Chief or, in his or her absence, by a command officer of the
Roseville Police Department. Such officers shall be under the direction, supervision
and control of the Police Chief.
Reserve police officers shall wear such badge, dress and insignia and
be equipped in such manner so as to properly discharge their duties in accordance
with the Police Chief's directions.
The Police Chief shall promulgate rules relating to qualifications,
appointment and removal of reserve police officers and shall fix minimum and
maximum ages of said officers. The maximum age may be waived for former or
retired police officers or for persons with military experience.

A.
All reserve officers are required to obtain and have
a current concealed pistol license permit. It is the responsibility of the
reserve officer to comply with all of the requirements of the Concealed Pistol
Licensing Act, as amended. If a reserve officer does not have a valid concealed
pistol license permit, he or she will not be called to duty until they obtain
one.
B.
When called to duty, a reserve officer shall be in full
uniform and carry his or her weapon in a holster on a duty belt where others
can easily observe it. Coats or other outer clothing must not conceal the
weapon, and at all times the weapon must remain in plain view. Under the meaning
of this section, a reserve officer is only authorized to act as a reserve
officer if he or she has been officially scheduled to work a designated function
or event as provided by the Chief of Police or his designee. The Department
will take no responsibility for any actions undertaken by a reserve officer
carrying a concealed pistol when that officer is not under the Department's
jurisdiction, direction, or supervision. The reserve officer at all times
is required to comply with the Concealed Pistol Licensing Act, as amended.
A reserve officer has no greater rights under the Concealed Pistol Licensing
Act than any other ordinary citizen and must abide by all restrictions contained
in the Act.
Police officers shall serve without compensation except where the City
Council shall have made provision and an appropriation for a particular duty
being performed or actual expenses incurred, as approved by the Chief of Police.

A reserve police officer, while acting under the direction of the Police
Chief during a regular assigned tour of duty, is an employee of the City and
is entitled to receive worker's compensation benefits. The average weekly
earning shall be deemed to be such amount as will qualify the reserve police
officer and/or his or her dependents for benefits based on the average wage
of an active duty patrol officer on duty in the City under the Michigan Worker's
Compensation Law at the date of injury.

It shall be unlawful for a reserve police officer to exercise his or
her authority or to wear the uniform or insignia or to display the badge or
identification card in an attempt to exercise his or her authority except
during the performance of actual authorized police duty.
Any reserve police officer who willfully neglects or refuses to respond
for assignment or duty when called, under such rules and regulations as promulgated
by the Police Chief, may be subject to suspension or dismissal by the Police
Chief.
It shall be unlawful for any person not duly appointed and sworn in
as a reserve police officer to impersonate such officer or to wear, carry
or display the badge, identification card, dress or insignia for reserve police
officers.
The services of any reserve police officer may be terminated by the
Police Chief at any time. Likewise, any reserve police officer may resign
at any time by notification in writing to the Police Chief.
Neither the civil service or retirement laws of the City relating to
regular full-time employees nor the civil service or retirement laws of the
state applicable to police officers shall apply to any reserve police officer
of the city.
