The Civil Service Commission, as required by law, shall establish and maintain classification plans for all positions in the classified service of the Township of Burlington, which shall consist of a:
A. 
Schedule of class titles arranged according to series of classes and occupational groupings or other appropriate order; and
B. 
Class specifications for each class of positions, which shall include:
(1) 
The title of the class which shall be suggestive of the work and indicative of the rank of the class;
(2) 
A definition of the class of positions, indicating the kind of work performed and the extent of the organizational relationships involved;
(3) 
Examples of work which describe the nature and extent of the duties and responsibilities of positions in the class and the supervisory and organization relationships involved, all of which shall be considered descriptive and not restrictive;
(4) 
Minimum requirements and qualifications essential to the performance of the work of the class, as approved by the Chief Examiner and Secretary; and
(5) 
Such other information as may be necessary.
A. 
The Chief Examiner within the Department of Civil Service and Secretary of the Civil Service Commission shall put into effect and administer position classification plans approved by the Civil Service Commission, and in this regard shall:
(1) 
Require the approved class titles be used in all official records and communication relating to personnel, including payrolls and budgets;
(2) 
Classify new positions and reclassify existing positions to reflect current conditions;
(3) 
Approve specifications for new classes and modifications of specifications for existing classes to ensure their accuracy; and
(4) 
Notify the appointing authority and other affected persons of changes in position classification plans and of official actions taken in such matters.
B. 
The appointing authority shall promptly notify the Chief Examiner and Secretary of new positions to be established, the authority for their establishment and of all organizational changes or changes in the duties and responsibilities of individual positions, and such additional information as may be required.
Each position in the classified service shall be assigned to a class in the position classification on the basis of the character and level of difficulty of its assigned duties and responsibilities. Positions shall be assigned to the same class when their duties and responsibilities are sufficiently similar that:
A. 
The same descriptive title may be used to designate each position in the class;
B. 
The same qualifications may be required for employees;
C. 
Similar tests of merit and fitness may be used to select employees; and
D. 
The same schedule of compensation may be applied with equity.
No person shall be appointed or employed under a title not appropriate to the duties to be performed nor assigned to perform duties other than those properly pertaining to the position which he legally holds, except as provided in these rules.
A. 
When the duties and responsibilities of a position change to the extent that they are no longer similar to the duties and responsibilities of other positions in the same class and the class title is no longer appropriate, the Chief Examiner and Secretary shall, after review:
(1) 
Reclassify the position to a more appropriate class title if there is one; or
(2) 
Establish a new class title to which the position shall be reclassified.
B. 
No reclassification of any position shall become effective until the Chief Examiner and Secretary have so advised the appointing authority and the employee holding the position and have afforded them a reasonable opportunity to disagree with the determination.
(1) 
Any change in the classification of any employee's position as a result of a reclassification shall be administered in accordance with these rules pertaining to the type of change to be effected, after the appointing authority has had the opportunity to reassign the employee to the duties and responsibilities to which he has permanent rights.
(2) 
Should the change as a result of the reclassification adversely affect an employee, the employee shall have a reasonable opportunity to disagree with the determination.
A. 
The classes of positions and duties assigned thereto, as more particularly set forth within Schedules 1 and 2 attached hereto and made part hereof by reference and more particularly set forth within a certain report entitled "Reclassification Survey for Burlington Township," submitted by the State of New Jersey Department of Civil Service, three copies of which have been placed in the office of the Township Clerk and during normal business hours are available for public inspection, are hereby created and adopted as amendments to the Administrative Code and Personnel Code of the Township of Burlington.
