A.
The Mayor and Council may establish, by resolution,
an awards program and provide for an advisory committee to assist
in the administration of the program.

The program shall be designed to promote efficiency
and economy in governmental functions and to encourage and reward
unusual and meritorious suggestions and accomplishments:
