The provisions of this article imposing a time limit on parking shall not relieve any person of the duty to observe other and more restrictive provisions prohibiting or limiting the stopping, standing or parking of vehicles as set forth in N.J.S.A. 39:4-138 and other New Jersey statutes or as hereinafter provided.
No person shall park a vehicle at any time upon any of the streets or parts thereof described in Schedule I (§ 312-32) attached to and made a part of this Part 1.

No person shall park any vehicle on a public street or roadway in front of a mailbox or within 10 feet of the mailbox between the hours of 6:00 a.m. and 8:00 p.m., thereby providing access to the residents and/or the U.S. Postal Service.

A. 
No person shall park a vehicle between the hours specified in Schedule II (§ 312-33) of any day (except Saturdays, Sundays and public holidays) upon any of the streets or parts of streets described in said Schedule II attached to and made a part of this Part 1.
B. 
No vehicle shall be parked in any parking lot connected to any public park before dawn or after dusk.

No person shall stop or stand a vehicle between the hours specified in Schedule III (§ 312-34) of any day (except Sundays and public holidays) upon any of the streets or parts of streets described in said Schedule III attached to and made a part of this Part 1.
No person shall park a vehicle for longer than the time limit shown in Schedule IV (§ 312-35) at any time between the hours listed in said Schedule IV of any day (except Sundays and public holidays) upon any of the streets or parts of streets described in Schedule IV attached to and made a part of this Part 1.

A. 
The Eatontown Librarian shall have a designated reserve parking space in the following area: the first parking space directly adjacent to the library building, in the row of angled parking spaces beginning at the southwest corner of the rear of the library building and extending parallel to the drive aisle connecting the Borough parking lots.
B. 
For the exclusive benefit and use of the Fire Prevention Bureau, two parking spots in the second row of the parking area north of the Municipal Fire House within the eight-hour zone and reserved for the Police Department shall be appropriately remarked to designate the same as reserved for the Fire Prevention Bureau.

C. 
No operator of a vehicle shall stand or park a vehicle in an area designated for reserve parking.

D. 
In the parking area directly behind and to the north of Borough Hall, located at 47 Broad Street, the parking shall be designated as follows:

(1) 
The first parking row closest to Borough Hall shall be reserved for the public having business in Borough Hall and designated as one-hour parking between the hours of 8:00 a.m. and 5:00 p.m. on days when the Borough Hall offices are open to the public.
(2) 
The second parking row behind Borough Hall shall have the joint designation of two-hour parking for the public and unlimited use for Borough employees between the hours of 8:00 a.m. and 5:00 p.m. on days when Borough Hall offices are open to the public.
(3) 
The third and fourth row behind Borough Hall shall be designated for the exclusive use of Borough employees between the hours of 8:00 a.m. and 5:00 p.m. on days when Borough Hall offices are open to the public.
