The position of Municipal Purchasing Agent for
the Township of Harrison, in the County of Gloucester is hereby created
and employment of a qualified person for that position is hereby authorized.
The Municipal Purchasing Agent shall be qualified
pursuant to Subsection b of Section 9 of P.L. 1971, c. 198 (N.J.S.A.
40A:11-9).
The Municipal Purchasing Agent shall perform
such services and have such duties as follows:
A. Develop a municipal purchasing manual.
B. Monitor the municipal purchasing manual and update
annually.
D. Monitor the vendor manual and update annually.
E. Work with all the municipal departments with price
quote development.
F. Working in conjunction with the Municipal Treasurer
and the Administrator, make sure quotes and bids for purchases are
completed properly.
G. Working in conjunction with the Municipal Treasurer
and Administrator, make sure purchases are completed properly and
in conformance with the Township purchasing manual.
H. Monitor and track all bids and purchasing agreements
during the year.
I. Ensure that all bid specifications are in conformance
with guidelines of municipal officials prior to advertising.
J. Review all bid specifications prepared for completeness
and submit to the Municipal Attorney for final review.
K. Review all bid specifications prepared by outside
municipal agents for completeness and submit to Municipal Attorney
for final review.
L. Advertise all bids and quotes as necessary and needed
by all departments.
M. Ensure that all purchase contracts shall conform to the requirements
of public bidding in the Local Public Contracts Law, N.J.S.A. 40A:11-1
et seq., and related Procurement Laws, P.L. No. 1999, c. 440. When
the Township employs a Qualified Purchasing Agent, as established
in N.J.S.A. 40A:11-9b, all purchases shall conform to the bid threshold
established in N.J.S.A. 40A:11-3, as amended.

The Municipal Purchasing Agent shall be appointed
by the Mayor with the advice and consent of the Township Committee.
The term of office of the Municipal Purchasing
Agent shall be at the pleasure of the Township Committee, and he/she
may be removed at any time by a 2/3 vote of the Township Committee.
The compensation of the Municipal Purchasing
Agent shall be as set forth in the Harrison Township Salary Ordinance
and amendments thereto.
