This chapter shall be known as and may be cited as the "Harrison Township Minor Site Plan Review Ordinance."

Unless otherwise expressly stated, the following words, or terms, shall, for the purpose of these regulations, have the meaning indicated:
APPLICATION FOR DEVELOPMENT
The application form and all accompanying documents and fees required by ordinance for approval of a subdivision plat, site plan, planned development, conditional use, zoning variance or direction of the issuance of a permit pursuant to § 25 or § 27 of P.L.1975, c.291 (N.J.S.A. 40:55D-34 or N.J.S.A. 40:55D-36) and as required by the Harrison Township land development review checklist.
The purpose of this chapter is to provide certain rules, regulations and standards for the minor development of lands and the use of such chapter in the Township of Harrison in order to provide for and to promote the health, safety and general welfare of the residents of the Township and of the general public and to provide for a means to regulate and control minor site plan matters without referring to the Major Site Plan Ordinance.[1]

The provisions of this chapter shall be administered by the Combined Planning Board.

A. 
The minor site plan review by the Harrison Township Combined Planning Board shall be required for the construction of any improvements which shall be distinguished from the Site Plan Review Ordinance[1] by treating all applications under this section as minor site plan review applications and shall be limited to building additions, construction of parking lots, installation of handicapped ramps and such improvements as per current ADA requirements, the limit of less than 5,000 square feet of disturbance of soils and the specific requirement that there be no off-site improvements required under the application.

B. 
All public agencies shall submit plans for public improvements within the Township of Harrison to the Combined Planning Board for informal review and recommendation. The application fees set forth in § 176-11.1 shall be waived for such informal review and recommendation. The applicant shall reimburse Harrison Township for all professional review fees and expenses.
