The applicant shall be required to secure a building permit for any proposed construction within one year from the Combined Planning Board approval of the minor site plan. The proposed construction shall be carried out within one year from the securing of a building permit unless good cause can be shown to extend the time allowed. Failure of the applicant to meet the above time constraints will nullify and void the approval of the minor site plan. Construction or excavation undertaken or continued after the time limit of expiration shall be a violation of this chapter. In such case, the violation shall be construed in accordance with § 176-13, Violations and penalties.
A. 
Inspection required. All site plan improvements associated with the project shall be subject to inspection and approved by the appropriate Township official. The applicant shall notify the Township official at least 48 hours days prior to the start of construction and shall not pour, cover, install or backfill any work until inspection shall have been approved. Utilities work that may be completed by any public utility company shall be regarded as an exception to this provision.
B. 
Occupancy permit. An occupancy permit shall not be issued until all of the required improvements have been installed and approved and are functioning properly to the building or portion of any building for which occupancy is sought under the provisions of this chapter, nor shall any occupancy permit be issued if improvements associated with the project remain to be completed elsewhere on or off the site.
C. 
Exceptions as to certificate of occupancy. An exception may be made at the discretion of the Township Committee upon the posting of a guarantee by the applicant according to the provisions of § 176-11B of this chapter.
