No final plat shall be approved by the Planning Board until the completion of all such required improvements has been certified to the Planning Board by the Township Engineer and as-built drawings have been supplied him, unless the applicant has complied with § 192-41 of this chapter.
The following improvements shall be installed by the applicant meeting the design standards of Article V of this chapter, the requirements of the construction specifications of Article VIII of this chapter, construction details of this chapter, the standards and requirements of all applicable state, county and local laws; streets, street signs; sidewalks, curbs, and/or gutter; compensatory planting; pedestrianways; shade trees; planted buffer areas; recreation and open space; water mains, culverts, storm sewers, and sanitary sewers; monuments; underground wiring; fire hydrants; utility and drainage easements; off-site improvements; and streetlighting.
With the exception of PUC-regulated installations, all improvements shall be subject to inspection and approval by the Township Engineer who shall be notified by the developer at least 24 hours prior to the start of construction. No underground installation shall be covered until inspected and approved and all above improvements (602) shall meet the design standards specified in Article V of this chapter, the construction specifications of Article VIII of this chapter, the construction details of this chapter, and if not specified herein, the engineering specifications of the New Jersey State Highway Department and the Township Engineer. Evidence the above improvements are installed and comply with the design standards of Article V and the construction specifications of the Township shall be certified in writing by the Township Engineer.

A. 
Testing of the sewer main (sanitary and stormwater ) will include a television inspection by the developer. The first television inspection will be conducted at the developer’s expense. Any additional televising that is deemed necessary may be addressed in either of two manners. At the Township’s discretion, the contractor can have the Township perform the work and the Township will be reimbursed for all associated labor and materials, or the contractor may perform the inspection under direct supervision of Township personnel. Television inspections performed without Township personnel present will be deemed invalid and will be repeated at the contractor's expense.
B. 
Television inspection will be done after the air test has passed, the manhole has been channeled, and before the roadway is paved. Immediately prior to a television inspection, enough water will be run down the line so it comes out the lower manhole and the line is flushed clean. Acceptance of the line will be made after the television inspection tape has been reviewed and approved by the Inspector. Any tap to an existing system needs to be televised as well.
C. 
The developer will televise the new line during periods of high groundwater within the first year after construction and acceptance of the line. Any conditions resulting in inflow and infiltration (I & I) will be considered a system failure that will be repaired by, and at the expense of, the contractor.
