A. 
The administrative branch shall consist of the office of the Mayor, the Department of Administration and Finance under the Mayor's direction and control, designated independent or quasi-independent agencies, advisory boards, commissions and committees as are established by the Council. The departments and offices subject to mayoral direction shall be the Department of Administration and Finance, the Department of Law, the Police Department, the Fire Department, the Department of Engineering, the Department of Public Works and the Department of Recreation.
B. 
The independent, quasi-independent and advisory agencies, boards and commissions shall be:

(1) 
The Board of Trustees of the Free Public Library.
(2) 
The Senior Citizen Advisory Council.
(3) 
The Local Assistance Board.
(4) 
The Planning Board.
(5) 
Hillside Alliance Against Substance Abuse.
(6) 
The Community Recreation Advisory Council.
(7) 
The Swimming Pool Commission.

C. 
The above-recited independent, quasi-independent and advisory agencies, boards and commissions shall be continued in accordance with the Township Administrative Code, general law and ordinance,
D. 
The Mayor may, subject to the advice and consent of the Council, appoint members to and remove members from such advisory committees as authorized by the Township Administrative Code, general law and ordinance.
E. 
The members of all such agencies, boards, councils and commissions as are enumerated in § 4-8B of this chapter, unless otherwise provided for in § 4-3.2 of this chapter, shall be appointed by the Mayor with the advice and consent of Council, but this provision shall not be deemed to preclude either the Mayor or Council from separately appointing their own committees. The Mayor may appoint the Mayor's committees and the Council may appoint the Council's committees.
The Mayor may approve the organization and reorganization of departments, offices and agencies on recommendation of the Director or other head thereof and subject to available appropriations, provided that any plan calling for changes in the number of departments or the classification or pay of employees shall be submitted to Council at least 14 days prior to a regular meeting. Council may, by way of resolution at the next regular meeting, approve or reject the plan or return it for revision. Failure to act at that meeting shall constitute approval, and the plan may then be adopted at once.
A. 
Appointment; term; compensation. The Mayor shall appoint the directors of all departments, with advice and consent of the Council, to serve during his or her term and until appointment and qualification of his or her successor. Their compensation shall be as provided in the annual or other Salary Ordinance, except as may be otherwise provided.

B. 
Removal. In accordance with the authority set forth in Section 43(c) of the OMCL, the Mayor may remove the directors, subject to disapproval by Council pursuant to Sections 43(c) and 36 of the OMCL.
C. 
Powers and duties. The director shall:
(1) 
Appoint subordinate officers and employees within his or her department and may, with the approval of the Mayor, remove such officers and employees.
(2) 
Plan and supervise the work of the department.
(3) 
Assign and may modify the functions and duties of subordinates.
(4) 
Delegate to subordinate employees, in writing, such supervisory powers as be may deem necessary for efficient administration.
(5) 
Report, in writing, to the Mayor, upon the request of the Mayor or the Business Administrator, on the work of his or her department in such form as the Mayor or the Business Administrator, as the case may be, shall specify.
(6) 
Authorize all purchase requisitions or provide for their authorization and shall certify the correctness and propriety of all payrolls and vouchers or provide the certification.
(7) 
Perform such other duties as may be assigned by the Mayor or the Business Administrator.
Employees shall be appointed and may be removed pursuant to Charter and Township personnel rules and shall be paid in accordance with the annual Salary Ordinance.
