The Department of Administration and Finance shall be headed by the Business Administrator who shall administer and supervise all Township administrative functions and enforce all Township policies.
A. 
Qualifications. The Business Administrator shall be a college graduate with previous experience in a responsible administrative or executive capacity. At the time of appointment, the Business Administrator need not be a resident of the Township of Hillside, and during his or her tenure may reside outside the Township with Council's approval granted by resolution.
B. 
Powers and duties. Under the direction and supervision of the Mayor, the Business Administrator shall:
(1) 
Supervise and coordinate the administration of all departments, divisions and offices of the Township government, pursuant and subject to Section 44(e) of the OMCL and in accordance with delegation of authority by the Mayor.
(2) 
Prescribe and enforce rules for efficient management and operation of the Township government and for administrative reporting to the Mayor and Council.
(3) 
Plan and direct the work of the Department of Administration and Finance.
(4) 
Direct the preparation and administration of the annual operating and capital budgets and maintain a continuing review and analysis of budget operations work programs and costs.
(5) 
Report periodically to the Mayor and Council on administration of the government, including notable efficiencies, economies and savings in accordance with § 4-10C(5) of this chapter.
(6) 
Perform such other duties as the Mayor may prescribe or as may follow from functions prescribed by Council for the Department of Administration and Finance.
The Department of Administration and Finance shall have the following functions:
A. 
Central services, including budget, purchasing and personnel.
B. 
Treasury. The Treasurer is hereby designated Chief Financial Officer and shall be appointed and certified in accordance with state statute and regulation. The Treasurer shall report to and be under the direction of the Business Administrator. Moneys shall be disbursed and approved claims shall be paid by check drawn on the municipality, signed by the Mayor or Business Administrator and the Chief Financial Officer, pursuant to N.J.S.A. 40A:5-17(b).
C. 
Tax collections. The Tax Collector shall report to and be under the direction of the Business Administrator.
D. 
Assessment.
E. 
Health, vital statistics and Board of Health.
F. 
Local assistance and Local Assistance Board, to be established in accordance with general law and ordinance.
G. 
Code enforcement.
(1) 
There shall be a Zoning Officer, who shall be appointed by the Business Administrator, with the advice and consent of the Mayor, to serve a one-year term. This official shall have the following duties and responsibilities:
(a) 
Review all building permits and change of use applications submitted to the Construction Code Official for compliance with Township zoning ordinances and issue, in writing, details of noncompliance when not in compliance.
(b) 
Enforcement of all Township ordinances relating to property maintenance.
(c) 
Consultation with residents requesting information on zoning ordinances and functions of the Planning Board and Zoning Board of Adjustment.
(2) 
The Zoning Officer shall have the right to enter any building or premises, pursuant to law, during reasonable daytime hours in the course of his or her duties. He shall have full enforcement powers of any and all zoning regulations, including without limitation, the authority to issue summonses, pursuant to law, returnable in the Municipal Court.
(3) 
The Zoning Officer shall receive such salary as set by the Township Council and shall have such work hours as determined by the Business Administrator. His or her office shall he part of the Construction Code Official's office.
(4) 
Those sections of Township ordinances relating to property maintenance and zoning which provide for enforcement are hereby amended to provide that the Zoning Officer is the enforcement officer.
H. 
The Office of Emergency Management.
The division shall be organized pursuant to plan approved as provided in § 4-9 of this chapter.
