A. 
It shall be the responsibility of any person, contractor or public utility working to conduct remedial maintenance or construction work under or above any roads within the Township to contact the traffic bureau of the Hillside Police Department in order to arrange a preconstruction meeting if required or to submit places for the safe movement of traffic during such period of construction or remediation. Any of the above persons or entities failing to comply with this provision prior to the start of work or whose plans are not approved by the Police Department is in violation of this article and subject to all fines and punishment applicable thereto.
B. 
The only exceptions to the above requirements will apply to the Garden State Parkway, Route 78 and Route 22.
The person, contractor or utility shall provide the Police Department with at least two emergency twenty-four-hour-contact phone numbers to be called in the event of what the police perceives as an emergency problem at the construction or maintenance site. Such shall be provided prior to the start of any work. If for any reason the emergency contact person cannot be reached or does not respond to the call from the Police Department to correct a hazardous condition, the Township may then respond to the existing condition in an effort to correct the same. The reasonable cost incurred by the Township to provide the emergency service shall be charged to and borne by the person, contractor or utility responsible for such a condition.
There shall be no construction, maintenance operations or utility work on any roadway in the Township before the hours of 7:00 a.m. or after 4:30 p.m. This time limit may be reasonably adjusted to permit work prior to 7:00 a.m. or after 4:30 p.m. by the officer in charge and upon the Police Chief's approval. If the officer in charge (of the traffic bureau) determines that the construction or remediation or maintenance prior to or after the designated times herein would substantially delay traffic or cause a safety or health hazard, the work shall only be permitted pursuant to the designated hours.
Road closings and/or traffic detours for whatever reasons shall not be permitted unless approved by the Hillside Police Department (traffic bureau).
The Police Department (traffic bureau) shall have the authority to require the person, contractor or utility performing work under this article to post certain specific signs or markers as so designated necessary by the Department.
A. 
The Police Department (traffic bureau) or Police Chief shall have the authority to stop the work being performed by any of the parties referred to herein upon a reasonable determination that permitting the ongoing work at the time it is requested to stop could pose a threat or danger to the health, safety or welfare of citizens.
B. 
The Police Department shall have the authority to cause to remove any person or persons not authorized to encroach on the site where the construction, remediation or maintenance work is being performed.

Any person, firm or corporation who shall violate any of the provisions of this article shall, upon conviction, be punishable by a fine not exceeding $1,000; imprisonment for a term not exceeding 90 days; and/or a period of community service not exceeding 90 days.
