This chapter shall be known as the "Washington Township Administrative Code."
A. 
It is the intent of Council in enacting this chapter to exercise fully the powers delegated by the Charter to organize and regulate the Township's internal affairs, and the provisions of this chapter shall be construed liberally to that end.
B. 
This chapter shall be interpreted and administered so as to maintain the separation of legislative and administrative powers as provided in the Charter.

The Township government shall be composed of the following departments, boards and commissions, with the goal of achieving maximum efficiency and effectiveness in the government.
A. 
Organization of departments. The principal departments of the Township government shall be:

Department of Finance and Administration
Department of Law
Department of Community Development
Department of Municipal Support Services
Department of Family and Community Services/Municipal Alliance
Department of Parks and Recreation
Department of Law Enforcement
Office of the Mayor
Township Council
Office of Municipal Court
Office of Township Clerk
Office of Tax Assessor
Office of Tax Collector
B. 
Separate boards and agencies.
Advisory Board on Economic Development
Advisory Board of Health
Sports Advisory Board
Environmental Commission
Library Board of Trustees
Municipal Utilities Authority
Old Stone House Village Advisory Commission
Open Space Committee
Planning Board
Rent Leveling Board
Town Watch Advisory Committee
Zoning Board of Adjustment
Economic Assistance Board

A. 
Appointment; term; compensation. Department heads, who shall be designated as directors of their respective departments, shall be appointed by the Mayor, and, except as otherwise provided by this code, each department head shall serve during the term of the Mayor appointing him/her, and until the appointment and qualification of his/her successor. Department heads shall be compensated in a special Salary Ordinance which shall be passed immediately after reorganization.
B. 
Removal. In accordance with the authority set forth in N.J.S.A. 40:69A-43(c), the Mayor may remove any department head, subject to disapproval by Council.
C. 
Powers and duties. Each department head shall:
(1) 
Appoint subordinate officers and employees within his/her department and may, with the approval of the Mayor, remove such officers and employees.
(2) 
Plan and supervise the work of the department.
(3) 
Assign, and may modify, the functions and duties of subordinates.
(4) 
Delegate to subordinate employees, in writing, such supervisory powers as he/she may deem necessary for efficient administration.
(5) 
Report, at least monthly, to the Mayor and Council on the work of his/her department in such form as the Mayor and Council shall specify.
(6) 
Authorize all purchase requisitions or provide for their authorization, and certify the correctness and propriety of all payrolls and vouchers.
(7) 
Perform such other duties as may be assigned by the Mayor.
