The Business Administrator may, if he deems it advisable, submit to the Council his recommendations for the appointment of a Chaplain or Chaplains of Police for a period not exceeding three years. A Chaplain shall receive no compensation unless authorized by the Council.

Chaplain of Police shall visit the sick, injured and dying and administer to the spiritual welfare of the members of the Department. He shall be authorized to visit all Department offices and to converse with any member of the Department. A Chaplain shall be treated by members of the Department with the courtesy and respect due to his calling.
