This chapter may be cited as the "Sewer System Ordinance of the Township of Wayne."
[Ord. No. 53-2014]
As used in this chapter, the following terms shall have the meanings indicated:
BOD (DENOTES "BIOCHEMICAL OXYGEN DEMAND")
The quantity of oxygen utilized in the biochemical oxidation of organic matter under standard laboratory procedure, in five days at 20° C., expressed in parts per million by weight.
DEPARTMENT
The Department of Public Works or a duly appointed representative thereof.
ENGINEER
The Township Engineer or his/her authorized deputy, inspector, agent or representative.
FLOOD AREA
All land along the Passaic or Pompton Rivers or any tributaries thereof which is subject to surface flooding.
GARBAGE
Solid waste from the domestic and commercial preparation, cooking, dispensing, handling, storage and/or sale of food.
HEALTH OFFICER
The Township Health Officer or his/her authorized deputy, inspector, agent or representative.
HOUSE SERVICE CONNECTION
The piping of a drainage system which receives the discharge from soil, waste and other drainage pipes inside the walls of a building and conveys it to the street curbline.
INDIVIDUAL SEWAGE DISPOSAL SYSTEM OR FACILITY
As defined in § 157-1 of Chapter 157, Sewage Disposal Systems, Individual.
INDUSTRIAL WASTES
The liquid wastes from industrial processes, distinct from sanitary sewage.
NATURAL OUTLET
Any outlet into a watercourse, pond, ditch, lake or other body of surface or ground water.
pH
The logarithm of the reciprocal of the weight of hydrogen ions in grams per liter of solution.
PRIVATE SEWER SYSTEM OR PRIVATE SANITARY SEWER SYSTEM
A sanitary sewer system not owned and operated by the Township.
PUBLIC SEWER SYSTEM OR PUBLIC SANITARY SEWER SYSTEM
A sanitary sewer system owned or controlled by the Township.
SANITARY SEWER
A sewer which carries sewage and to which storm-, surface and ground waters are not intentionally admitted.
SEWAGE
A combination of water-carried wastes from residences, business buildings, institutions and industrial establishments.
SEWAGE PIPE
A pipe or conduit for carrying sewage.
SEWAGE TREATMENT PLANT
Any arrangement of devices and structures used for treating sewage.
SEWER LATERAL
The extension of the house service connection from the street curbline to the street sewer.
SEWER SYSTEM
All facilities for collecting, pumping, treating and disposing of sewage.
SHREDDED GARBAGE
The wastes from the preparation, cooking and dispensing of foods that have been shredded to such degree that all particles will be carried freely under the flow conditions normally prevailing in street sewers, with no particle greater than 1 1/2 inch in any dimension.
STORM SEWER OR STORM DRAIN
A sewer which carries storm- and surface water and drainage but excludes sewage and polluted industrial wastes.
SUPERINTENDENT
The Superintendent of the Division of Water and Sewers of the Township of Wayne or his/her duly appointed deputy, agent or representative.
SUSPENDED SOLIDS
Solids that float on the surface of or are in suspension in water, sewage or other liquids and which are removable by laboratory filtering.
WATERCOURSE
A channel in which a flow of water occurs continuously or intermittently.
It shall be unlawful for any person to place, deposit or permit to be deposited in an unsanitary manner, upon public or private property within the Township, any human or animal excrement, garbage or other objectionable waste.
It shall be unlawful to discharge to any natural outlet within or under the jurisdiction of the Township any sanitary sewage, industrial wastes or other polluted material unless suitable treatment is provided in accordance with the requirements of this chapter hereinafter set forth.
The owner, tenant or any person occupying a house, building or property used for human occupancy, employment, recreation or other purposes, abutting on any street in which there is a public or private sanitary sewer system, shall, at his/her own expense, install suitable toilet facilities therein. He/She shall connect such facilities directly with the proper public or private sewer system in accordance with the provisions of this chapter within 90 days after official notice to do so, provided that the public or private sewer is within 100 feet of his/her property line. The Health Officer may, at his/her discretion, order said connection at any time if a subsurface disposal system is malfunctioning, or in the event that a potential health hazard exists as the result of such malfunction of the subsurface disposal system.
Prefabricated package treatment plant facilities shall not be constructed, erected or placed, within private individual site developments. In all cases, on-site sewage shall be connected into the Township's sanitary sewer collection system and be treated at the wastewater treatment facilities of the Township following procedures promulgated by the Township.
