The owner of real property on which there has been constructed a multiple-dwelling housing development containing 3 or more units of dwelling space which are occupied or are intended to be occupied by 3 or more persons who live independently of each other shall remove or cause to be removed snow and ice from private streets, lanes, alleys, walkways and other private roadways which are open to the public or to which the public is invited, and also from the vicinity of each garbage dumpster so that regular pickup will not be disturbed, within 12 hours of the cessation of the snow and/or ice storm.

The owner of real property on which there has been constructed a shopping center or commercial establishment shall remove or cause to be removed snow and ice from private streets, highways, lanes, alleys, walkways and other private roadways and parking lots which are open to the public, within 12 hours of the cessation of the snow and/or ice storm.
As used in this chapter, the following terms shall have the meanings indicated:
OWNER
Includes individuals, partnerships, corporations or associations having managerial control or ownership in said premises set forth in §§ 169-1 and 169-2 above.
PRIVATE STREETS, HIGHWAYS, LANES, ALLEYS AND WALKWAYS AND OTHER PRIVATE ROADWAYS
Includes paths, walks, driveways, parking lots and parking areas.
Said snow and ice shall be so removed from paths, walks and walkways that an unobstructed portion of the paths, walks and walkways is open to a width of at least 36 inches.
Any person who violates any provision of this chapter shall, upon conviction, be liable to the penalties stated in Chapter 1, Section 1-15.

Where the owner of any such street, lane, alley, walkway, parking lot or other roadway shall fail to remove snow or ice as provided in this chapter, and after a notice of violation has expired, the Township of Wayne shall cause the removal of said snow or ice. In such an event a summons shall be issued to the owner and/or occupant, as applicable, for a violation of this chapter and the cost of the removal shall be cause for a lien to be placed on the property.
The provisions of this chapter shall be applicable only to the owners of real property on which there has been constructed a multiple-dwelling housing development containing 3 or more units of dwelling space which are occupied or are intended to be occupied by 3 or more persons who live independently of each other, and to the owners of real property on which there has been constructed a shopping center or commercial establishment.
