A. 
Each service connection shall be metered. All meters installed shall be compatible with the meter interface unit reading system and equipped with a meter interface unit on the exterior of the building. The use of water without a meter, except as herein provided, makes the property owner liable for water consumed, as estimated by the Division of Water and Sewers, and for any penalties imposed under this chapter. The Township, upon repeated offenses, may discontinue the water supply. Water supplied for municipal purposes shall be metered if practicable, and the Division of Water and Sewers shall be paid for water at its regular rates.
B. 
Reference in this chapter to meters shall be deemed to apply to remote meter interface units where appropriate.
C. 
All existing meters shall be upgraded to be compatible with the current meter reading system. Large meters, over two inches in size, must be upgraded by the building owner at his/her cost.
D. 
Each service connection used exclusively for a fire protection system served by a water line of six inches or less in diameter and installed on or after January 14, 2004, shall be metered.

A. 
Location designated.
(1) 
The location provided by a property owner for a water meter shall be readily accessible for reading and maintenance purposes and shall provide adequate protection against damage to the meter, after said location has been approved by the Division of Water and Sewers. All meters hereafter placed in buildings shall be located on the cellar floor, as near as possible to the point of entrance of the service, in a clean, safe, dry place not subject to variation in temperature, easily accessible for reading, and shall be of a type suitable for the purpose and location. When no suitable location for the meter can be obtained in a building or when a building is distant from the street line or curbline, the consumer, after approval by the Division of Water and Sewers, may be required to provide a watertight pit, chamber or vault for the meter, including provisions for the remote meter interface unit near the property line.
(2) 
The remote meter interface unit shall be located within three feet of the exterior Public Service Electric and Gas Company's or New Jersey Power and Light's electric utility meter. When no exterior electric utility meter exists, the remote receptacle shall be placed on the front wall of the building. In no case shall the remote receptacle be enclosed in a fenced area or rendered inaccessible by plantings or shrubbery. In such cases the consumer will be required to have the receptacle relocated at his/her expense by the Division of Water and Sewers. Cost of relocation will be $50.
B. 
The consumer shall take all proper precaution to protect the meter from injury, frost or freezing and damage from hot water or steam. The owners of the premises shall be liable for all damages to the meter or loss to the Township where damage or loss resulted from the negligence of the consumer as follows:

A. 
Connections at the meter shall be arranged so that the Division of Water and Sewers will not be required to do any pipe fitting but will only have to connect the meter by means of unions already in place. The union connections and any other piping required for installing the meter shall be installed at the expense of the owner and shall remain as part of the permanent piping of the building. All plumbing shall conform to National Standard Plumbing Code as adopted by the Township of Wayne.
B. 
A ball valve shall be placed on the service line on the street side of and near the meter and a ball valve on the other side of the meter. A backflow preventer shall be placed after the valve and the meter if required. An approved pressure-reducing valve shall be installed after the meter on the consumer side of the service. Cross-connections are prohibited except when and where they are approved by the Township of Wayne Division of Water and Sewers and suitable protective devices are installed and tested and maintained to ensure proper operation on a continuing basis in accordance with the standards of the National Plumbing Code.
C. 
Provisions for remote readers shall include one-half-inch-diameter electrical thin wall steel or aluminum tubing where remote register wiring passes through masonry or finished dry walls. The ends of the tubing shall be furnished with fiber bushings. Three continuous 18-gauge single strand copper wires with red, green and black color-coded insulation shall be furnished and installed by the applicant from a point within two feet of the water meter to a location on the exterior of the building, five feet above exterior finish grade and within three feet of the exterior electric company utility meter. A five-foot pigtail will be provided at each end of the wire run. The water meter and remote register shall be installed by the Division of Water and Sewers.
No fixture of any kind from which water might be drawn shall be connected to the street side of a meter. The water shall not be turned on unless the meter location and other facilities provided for meet the approval of the Division of Water and Sewers.
The Division of Water and Sewers, at its option, and in accordance with American Water Works Association (AWWA) standards for length of time in service for various size meters, AWWA Standard No. C700, shall repair, replace or exchange water meters. The expense of such repairs, replacement or exchange may, if the condition warrants, be charged to the building owner. No person except an employee of said Division shall connect, disconnect, repair, adjust or tamper in any way with the water meter or seal.

In accordance with the American Water Works Association, Nos. C700, C701, C702 and C703, meters shall be tested at the following intervals by the consumer: three-inch meters shall be tested once every three years; four-inch meters shall be tested every two years; and six-inch meters or greater shall be tested every year. If, as a result of the test, a meter is found to be incorrect or inaccurate, it shall be promptly restored to an accurate condition by the owner; or an accurate meter shall be substituted within 20 working days upon written notice by certified mail. Any meter found to be inaccurate by more than ten-percent testing shall be considered inaccurate pursuant to C705. Tests shall be performed by a manufacturer's representative or a company certified by the Township Division of Water and Sewers as qualified to perform such tests.

Meters up to 1 inch in size will be tested by the Township Division of Water and Sewers at the consumer's request. All meters greater than 1 inch in size must be tested by a manufacturer's representative or a company certified by the Township Division of Water and Sewers as qualified to perform such tests. The following rates shall be charged only in the event that it is determined that the meter is in good condition:

Meters over two inches are set, operated and maintained in proper operating condition by the building owner at his/her expense. Meters must be compatible with the current reading system. The Division of Water and Sewers will install the meter interface unit on large meters (three inches and larger) after the owner has completed the upgrade of the meter at a cost of $190.

C. 
In the event that meters and remote registers are requested to be installed after normal work hours (evenings and/or Saturdays), a surcharge in the amount of $100 per hour shall be added to the charges set forth in Subsection A above for various size meters.
D. 
There shall be a charge of $50 in the event of a callback and/or rescheduling of meter installations.

A. 
The following rates shall be charged to each consumer for metered water service, but in no event shall the charges be less than the minimum rates set forth in Subsection B of this section.

For the first 8,000 eight thousand gallons per quarter, the minimum rates set forth in Subsection B of this section shall be charged.

For larger meters and service connections and for uses of a special nature, the Council may set other rates by resolution.
C. 
The foregoing minimum rates shall be charged until a meter is installed.
D. 
The foregoing minimum quarterly charges shall not be charged to any metered fire service that is serviced by a water line of six inches or less in diameter that was installed on or after January 14, 2004. However, the customer will be billed for water actually used.
In the event that the meter reader cannot gain access to the premises for any reading, the water bill for the period shall be estimated by the Division of Water and Sewers. In the event that estimated billings are rendered for three or more successive quarters, the installation of a new meter and interface unit shall be mandatory at an installation charge as set forth in Subsection A of § 205-30 of this chapter.
A. 
Each multitenant residential or nonresidential building supplied through one (1) service connection or meter shall pay the above minimum charge set forth in § 205-31 for the first tenant unit and the following rates per quarter for each additional tenant unit and shall be allowed 6,500 gallons per quarter in the minimum charge for each such additional unit:

B. 
Each of two or more one-family dwellings or nonresidential buildings supplied through one service connection or meter shall pay the minimum charge set forth in § 205-31 for each such one-family dwelling or building, and each shall be allowed 10,000 gallons per quarter in the minimum charge for each such dwelling or building.
